Lesson Learned:

While the main project objective was to help build the capacity of transitional justice mechanisms, there was little analysis in the project document of the kind of capacity that needed building in Burundi. The three project outcomes offered only general guidance on this point, prioritizing inclusiveness, gender sensitivity and victims’ concerns, but not explicitly translating these priorities into specific competencies or skills that needed developing at other institutional levels.

Lesson Learned:

The grantee specialized in increasing the social participation of women in Azerbaijan. In this area, it had expertise, credibility, wide respect, and a strong network. It did not have these assets in elections and democratization. All of the planned outputs consisted of increasing the affiliation of women (and journalists) to the existing, flawed election system.

Lesson Learned:

Victims’ groups were established as a direct result of the project – for example groups of women who suffered from politically motivated sexual violence and survivors of the 1972 killings in Burundi.

Lesson Learned:

The major weakness of the project from a relevance point of view was that it bore no real relationship to needed governance reforms. The elections process in Azerbaijan is flawed. While increasing women’s participation in a flawed process is a valid goal, the project would have added more value if it had addressed basic issues in governance. While the project may have had some impact on women’s empowerment, it had none on democratization.

Lesson Learned:

The project created a critical mass of well-trained people, who in turn helped civil society, government and international organizations to increase their work on transitional justice in Burundi.

Lesson Learned:

Training recipients interviewed expressed the view that they became more aware of and interested in politics as a result of trainings, and the grantee reports that several training participants became candidates. One trainee interviewed was motivated to become an election observer.

Lesson Learned:

The decision to work in rural districts in Azerbaijan located reasonably close to Baku was a good one, as the needs for women’s empowerment outside the capital are greatest. Directly supporting a local NGO with no Baku base represented an innovative move

Lesson Learned:

Many of the professionals trained by the grantee before and during the project period have subsequently taken an active part in transitional justice related work in civil society, international organizations, the media and sometimes in state institutions in Burundi. Many representatives working on transitional justice and met by the evaluators had been trained by the grantee, and had used the skills they acquired to develop projects on behalf of their respective NGOs.

Lesson Learned:

The project was relevant to the needs of Azerbaijan because (i) three elections were scheduled during the implementation period, (ii) voter participation has been low, particularly women’s participation, and (iii) especially in rural regions, women’s participation in social and political life is limited.

Lesson Learned:

The grantee did not decentralize its manner of implementation or develop synergies with potential local partners and youth efforts which could have increased project efficiencies and added value to the project. The grantee implemented all of the trainings itself, using its existing staff and volunteers, some of whom they were able to hire then under the project as almost full-time tutors. There were no programmatic partnerships evident with local organizations or media outlets in the different regions which could have facilitated the grantee’s work and provided for continuity of effort with the youth when the grantee was not present or which could have helped to develop the links between the youth and their media products and the higher level democratic outcomes sought.
