Project: Empowerment of Women Citizens in Turkey

Lesson Learned:

Serious challenges were encountered in providing training to working class women – the ultimate beneficiaries – whose circumstances were very different from those of the middle-class, educated trainees. The Training of Trainers course did not endow its graduates with the skills necessary to deal with a wide range of subjects, with beneficiaries requiring practical information regarding their rights and on how to act to address problems of day-to-day injustice – in inheritance, property ownership and divorce-related disputes.

Lesson Learned:

The project highlights the benefit to UNDEF from working with first-class partners who can produce first-class outputs on
schedule. There is a role for field-based, local NGO implemented projects, often in very challenging circumstances, but there is a role, as well, for global projects implemented in partnership with known global players.

Lesson Learned:

In practice, while the project did reach poor, rural communities, it failed to engage with their urban counterparts. There was little relationship between the rural and urban programming supported, and the urban programming was not aimed at the poor, but at the educated middle class.

Lesson Learned:

As part of the capacity building process, at the end of the training session, each facilitator had to submit to the class a project proposal, including a selection of the topics more relevant for her own communities, including an action plan and a budget. This was a very practical approach that worked. The action plan was also a condition for the release of funds to start implementing workshops at the local level.

Lesson Learned:

The capacity-building process is a marathon, not a sprint. It must involve regular coaching of trainees and performance monitoring in order to ensure sustainability. In order for capacity-building activities to achieve their intended results, one must ensure the activities are inclusive to all, including the vulnerable and illiterate. The use of audio-visual approaches in social media has proved to reach a larger number of people than the ‘class-format’ approach.
