Lesson Learned:

The reasons for selecting the five Mukims from among the 755 that exist in Banda Aceh, were not clear. The locations of the five chosen led to high expenditure on travel with little left for actual on site activities and microprojects. Given the grantee had longstanding working experience with Mukims, it was surprising that the grantee did not select those Mukims with which it had already collaborated in the past.

Lesson Learned:

A small number of activities, including a national seminar in Jakarta, a study-tour to Australia, added little to project results and diverted resources which might have been better used elsewhere.

Lesson Learned:

The project travel budget was high because of the widely dispersed geographic areas that were selected. The high travel budget took away resources from the NGO microprojects and concrete corporate social responsibility field activities and therefore reduced the project’s impact.

Project: Empowering Civil Society and Women to Engage in Policy Processes

Lesson Learned:

To promote the actual application of human rights in Honduras, a debate should be organised to improve links between the actions achieved for and with women -their community-based organisations and networks – and the actions intended to strengthen the institutional mechanisms that guarantee their rights. The aim would be to get local authorities to sustainably integrate a pro-woman agenda both in terms of political representation and municipal budgeting. Democratic participation is fragile and currently depends on the willingness of the authority in power. But this willingness could be replaced by a framework of legitimate and lasting good governance.

Lesson Learned:

The project was efficiently managed and the budget was appropriately allocated. The grantee proved to be highly committed to delivery of results: 80 per cent of the budget was allocated to project activities, with a minimum amount on overheads.

Project: Civil Society Engagement for Democracy and Good Governance

Lesson Learned:

The budget was not balanced. The coordination team undertook the minimum of work with the beneficiary groups and instead relied heavily on the involvement of volunteers. While recognizing the importance of volunteering in civil society, activism also requires the necessary resources to carry out actions. The lack of resources compromised the quality and sustainability of the results.

Project: Promoting Human Rights through Providing Access to Information for Marginalized Women in Zimbabwe

Lesson Learned:

The project document did not explicitly prioritize the identified needs from the point of view of marginalized women. As a result, despite the sound analysis, the project’s relevance was hampered by a tendency to spread activities too thinly across a broad range of issues. The project was trying to address many different problems, all genuine concerns, but ones that could not all be addressed effectively on the project’s financial resources.

Lesson Learned:

The project might have benefited from a small grants scheme. Interviewees at the local level regretted that there had been no provisions for a small grants process in the project design. Such a process might have indeed helped enhance the relevance of the multi-stakeholder dialogues at local level, and communities’ buy-in in the project, as a result of the availability of funds to take immediate action.

Project: Expanding and Fortifying Local Democracy through the People’s Council in the Philippines

Lesson Learned:

The main challenge for the grantee in managing the project was the fact that the both the scope of the programme and the number of partners were too large. This resulted in a project that was overextended and staff who were overstretched. Not surprisingly, the gap between project needs and human resource capabilities did result in a few deficiencies in performance, including a lack of attention to documentation of activities and a weakness in some aspects of training planning and delivery.

Lesson Learned:

Too much money was spent on travel and meetings so the amount available for in-country for advocacy activities was reduced. This might have accounted for the high number of planned in-country activities that were not implemented. Additional funds spent in-country would have leveraged what the project achieved and, by increasing impact, would have increased efficiency as well.
