Lesson Learned:

The project design phase did not sufficiently involve the communities and CSOs who were partners. The project could have also benefited from more technical expertise in the design of some of the micro-projects, to help ensure their success. The project duration was only 18 months (a three-month extension was eventually granted), was probably too short in view of its ambitious objective.

Lesson Learned:

The project’s strategic design took into account lessons learned from a previous project, which on a smaller scale, had been funded by the European Union. The project addressed a proven capacity building need, and appropriately also involved local politicians from a range of parties.

Democratic Republic of the Congo design

Project: Training citizens on law and on institutional dialogue in the Democratic Republic of Congo

Lesson Learned:

The project was relevant and well implemented, but follow-up was needed to consolidate the results in the Democratic Republic of Congo. Discontinuing some activities, such as supporting NGOs in the target suburbs and reducing engagement with the police and judiciary, would send a negative message about institutional dialogue.

Lesson Learned:

Project strategy for training was well-prepared, taking account of the needs and characteristics of potential trainees in the area. The training-of-trainers course, training curriculum and methodology, all designed by a contracted provider, appear to have been well-done, and matched appropriately to trainee learning needs and capabilities of the beneficiaries in Afghanistan.

Project: Civic Involvement for Transparency and Accountability in Kosovo

Lesson Learned:

The initial project idea was for the grantee to replicate its earlier experience in monitoring the national legislature in Kosovo at the level of the municipal assembly. However, following a request to the grantee from UNDEF to make adjustments to the project plan, its focus switched from managing a team of locally-recruited consultants to preparing selected CSOs to monitor the work of municipal assemblies and of the work of municipal government, more generally.

Project: Promoting Human Rights through Providing Access to Information for Marginalized Women in Zimbabwe

Lesson Learned:

The grantee presented the project as a partnership with three other NGOs and a private commercial radio station. The partners clearly brought added value to the proposal because they had long-standing experience working with women in the project areas. However, the partners had been insufficiently involved in the design of the project, and that they were presented with a set of activities to implement but had had little say in defining the project’s strategy.

Lesson Learned:

The project design lacked clarity of purpose and prioritization: it was not clear whether the grantee’s intention was to improve gender sensitivity in reporting, to give a bigger role to women in the media, or to encourage alternative, more gender-sensitive channels of information.

Project: Enhancing the Functional Protection of Human Rights in Ethiopia

Lesson Learned:

The project suffered from insufficient risk analysis and mitigation. The original design failed to identify the challenging political environment in which the Ethiopian Human Rights Commission (EHRC) was operating. Solid project design should plan for scenarios related to each identified risk, and develop mitigation approaches to ensure that core objectives can be met.

Project: Student Civic Action: Engaging and Empowering Emerging Leaders in Universities in Jordan

Lesson Learned:

The project incorporated sustainability into its design as it taught the students how to do things for themselves, and then gave them the opportunity to put those skills to use. The links it developed between some of the youth and the CSOs was strong with some of the youth still working with the same CSOs.

Lesson Learned:

The project document included a wide range of activities, but did not always clarify how these would lead to the achievement of the ambitious project outcomes. The document did not explicitly address risks and obstacles to the achievement of results.
