Lesson Learned:

Although the line authority for higher education in Kazakhstan did not veto the objectives nor the timeline for activities during the project’s initial consultations, whether human rights training will become a mandatory discipline for Kazakhstan’s police academies was still vague at the time of the evaluation. The grantee should have maintained an ongoing communication and coordination with the Ministry of Education to secure its approval.

Project: Strengthening transitional justice processes in Burundi

Lesson Learned:

The project strategy did not fully consider how the grantee’s intervention would be received by government stakeholders. The grantee had built a positive record with civil society and the UN mission based on earlier training and technical advice and on the grantee’s international credibility. However they did not have a similar record with the government officials that were to lead the National Consultation Steering Committee and its technical advisory team. The credibility that the grantee built with the police through the implementation of the census project did not translate into an open door at the National Consultation Steering Committee.

Project: Strengthening Advocacy Capacity of Civil Society in The Gambia

Lesson Learned:

External factors relating to the implementation by the government of civil society legislation limited the impact of joint dialogue between civil society and government in Gambia.  Those local government administrations, which have already responded to advocacy efforts by introducing new services, mostly do so by financing through local tax income. As these resources are scarce, they are usually insufficient to meet the local needs NGOs have identified.

Lesson Learned:

All Village Budget Clubs and caucuses of women councillors from the districts of Gulu, Kibaale and Kibuku, continue to use the monitoring approach to jointly identify and address gender-specific local service needs. There are individual cases, in which Village Budget Clubs (VBC) have shared their knowledge with neighbouring counties, whose representatives visited to observe VBC members during the conduct of service monitoring assignments.
