Project: Expanding and Fortifying Local Democracy through the People’s Council in the Philippines

Lesson Learned:

The impact on beneficiaries in many cases was considerable. This was particularly true for women, persons with disabilities, senior citizens and single parents. A number of members of these groups highlighted the difference the project had made to them in terms of their enhanced self-confidence to take an active part in the proceedings of the Poverty Reduction Action Groups and/or Local Development Councils.

Lesson Learned:

A large number of the vulnerable population benefited from the capacity building activities: one of the main strengths of the project was to make training facilities accessible by people who were usually excluded such as persons with disabilities, people living in remote areas and marginalized women including sex -workers. The training sessions involving the sex workers were particularly effective at providing learning that connected to the beneficiaries’ lives and motivated them to participate for the first time in the electoral process.

Project: Youth Partnership for Improved Budgetary Governance in Lebanese Municipalities: Musharaka

Lesson Learned:

The project had a clear impact in building the capacity of youth in the areas of good governance, accountability, and transparency. Creating the Youth Shadow Councils had a very positive impact on the beneficiary populations in the Bekaa region, particularly because it promoted interaction among youth of different faiths and political persuasions. The young people consider the project to have been an initiation in social activism that enabled them to “do something together”.

Project: For a More Vigilant Civil Society in Morocco

Lesson Learned:

Participation of civil society actors and of local government representatives in the capacity-building sessions exceeded the targets set however, the project failed to really mobilize women. Take into account that women face many obstacles to participate in political life, at the most basic level, they have limited access to transport.

Project: Strengthening the capacities of Magistrates

Lesson Learned:

The project’s overall conceptual framework did not properly connect the goal of re-establishing citizens’ trust in justice in Niger with the actual activities carried out since the activities were focused only on the magistrates themselves and not the wider population or local or traditional leaders.

Lesson Learned:

The dialogue and exchange of knowledge amongst women’s CSOs from different communities were effective in bringing together both communities.

Lesson Learned:

The project did not sufficiently focus on Togo’s institutional stakeholders. The project’s target groups were all civil society members or local political leaders. None represented the law enforcement or judicial sectors, which are key actors in relation to human rights, freedom and democracy.

Project: Enhancing Dialogue for Inclusive Constitution

Lesson Learned:

The grantee focused on the empowerment of marginalized groups. The main project output – the alternative constitution – was drafted without including country’s dominant political parties. This weakened the chances of the project to establish a lasting effect on Nepal’s constitutional drafting process.

Project: Enhancing Political Participation of Marginalised Women in Nepal

Lesson Learned:

Women are commonly separated from one another in Nepal by caste identity. One of the major achievements of the project was getting the highest and lowest castes to cooperate with each other, which is normally a social taboo. Under this project, Brahmins worked with Dalits and Janajatis. It is noteworthy that Brahmins were involved, as they represent one of the highest castes in Nepal. It confirmed how innovative this project was in stimulating cooperation between different castes.

Project: Active democracy and political participation of tribal communities in the Indian Himalayas

Lesson Learned:

A principal reason for the project’s impact was the coherence between training/education, bridging processes and mobilization of stakeholder groups and community structures such as Resource Centres to support them. Training, education and sensitization will are more effective if there are processes or structures in place that can contribute to transforming them into practical outcomes.
