Lesson Learned:

Failure to translate learning materials form Dari to Pashto, and recruit a cadre of trainers capable of operating in the Pashto language in Afghanistan.

Lesson Learned:

The project’s training programme was implemented, for the most part, by experienced external consultants. While the sequence of workshops addressed a comprehensive list of topics, there were some problems. In particular, the use of only English-language training materials for a population, particularly at barangay level, which had a limited knowledge of particularly written English.

Project: The Bottom-up Governance and Leadership Programme for Women in the Pacific

Lesson Learned:

The five funded mini-projects allowed selected women trainees use their newly acquired governance and leadership knowledge in their own communities. However the women were not given sufficiently useful tools to help them to do this since the BGLP training materials were in English and quite academic.

Lesson Learned:

Promotion of the use of different national languages could have enhanced democratization, decentralization and development, to better implement Senegal’s international human rights commitments.

Lesson Learned:

The project did not consider why legal and administrative documentation had not already been made available in languages other than French. Targeted lobbying would have been appropriate to highlight the necessity of translating legal and administrative documents into the different national languages and to facilitate their use by locally elected officials and rural communities.

Lesson Learned:

The project was part of a well thought-out strategy on governance. The grantee used the project to transition from support to the development of national languages, to an approach based on democratization and the exercise of fundamental rights in development. The project effectively gave shape to this transition – a testimony to the excellent strategic thinking in the organization.

Lesson Learned:

The project strategy assessed the needs of municipal elected councillors’ through a survey. Based on this the project undertook trainings, meetings, and debates amongst political leaders and Parliamentarians. The project also translated the Electoral Code into Kirundi from French to make it more accessible to citizens. This activity was not foreseen in the project document. The project aimed to propose improvements to the electoral code however, the electoral code was already modified by the authorities and agreed political parties when the project started.

Lesson Learned:

Direct and indirect beneficiaries expressed their need to have continued access to reference materials and that not all of these have been made available in Lao language. Reference materials used in trainings and workshops should have been consistently available in local language and the grantee could have uploaded all the training materials onto the project website so that they could be used more widely.

Project: Civic Education and Civil Society Empowerment in Remote Areas in Myanmar

Lesson Learned:

In the two focus groups held with ethnic minority participants, participants expressed problems in understanding in full the course content. Trainings were conducted in Burmese, rather than the participants’ mother tongue. As a result, some participants stated they attended multiple trainings in an effort to better understand the material.

Project: Citizens' Platform for Democratic Debates & Dialogues in Afghanistan

Lesson Learned:

Some debate participants reported that the language used was too technical and theoretical for an ordinary person to understand. Analysis of materials confirms that in some areas of Afghanistan, Western-oriented democratic terminology and usage likely to be too abstract or insufficiently explained was used.
