Lesson Learned:

Although the international grantee was not permitted to set up office in country, the capacity building activities were effectively implemented. However, some project activities such as the training of trainers were not adequately followed up, and others such as the study visits were reported to have been insufficiently planned. The grantee’s project management could have helped by integrating the views of consultant trainers, and partners/beneficiaries. Regular project management review meetings with partners’ senior representatives could have served to take stock of activities and ensure follow-up.

Lesson Learned:

The project’s effectiveness was also undermined by the lack of an effective decision-making arrangement between the grantee’s executive bureau and the office for project implementation. Because decisions could not be made on time, there were delays and changes to activities, and most of them were not completed. Lack of monitoring prevented any adjustment of the activities to achieve the expected results.

Lesson Learned:

Some partnership agreements lacked detail. Cooperation on the development of the manuals and the implementation of the initial training session was undermined by misunderstandings. These stemmed in part from the failure of the agreement between the partners to set out clearly their tasks and responsibilities.
