Lesson Learned:

Although risks were accurately identified, there was no alternative strategy developed as a fall back, specifically regarding the continued participation of the University of Tirana as an implementing partner and the ability to obtain a broadcast license for a campus station. As these were the basis for the project, the implementation plan needed to be reworked and new partners found well after the project had started. But the campus radio at Elbasan was not used as the hub for the project and project efforts were then split between Tirana and Elbasan and the YouRadio web portal equipment placed in the IRIOM office.

Lesson Learned:

The fact that the grantee and its implementing partner failed to devise a strategy to secure additional resources for the capacity building of those barangay officials not covered by the project, has left the Institute for Environmental Governance (IEG) without a clear work plan and direction. Mindanao State University has yet to fully integrate IEG in its strategic planning; and to raise IEG’s planning capacity to enable it to elaborate annual work plans, which are backed by a permanent donor screening activity that identifies potential sources of funding to support its training programme for those barangays not yet covered by the project. It is necessary to integrate previous and future trainees, to ensure the continued participatory development, implementation, and actual monitoring of the region’s local and area-wide environmental action plans.

Lesson Learned:

There was no explicit commitment on the part of the partners to achieving the project’s objective and results – as opposed to implementing the activities – and no formal agreement on operational standards. A formal Memorandum of Understanding between the three partners would have helped ensure more consistent implementation and follow-up of the activities regarding transitional justice in Burundi.
