Lesson Learned:

The fact that the grantee and its implementing partner failed to devise a strategy to secure additional resources for the capacity building of those barangay officials not covered by the project, has left the Institute for Environmental Governance (IEG) without a clear work plan and direction. Mindanao State University has yet to fully integrate IEG in its strategic planning; and to raise IEG’s planning capacity to enable it to elaborate annual work plans, which are backed by a permanent donor screening activity that identifies potential sources of funding to support its training programme for those barangays not yet covered by the project. It is necessary to integrate previous and future trainees, to ensure the continued participatory development, implementation, and actual monitoring of the region’s local and area-wide environmental action plans.

Lesson Learned:

The Department for Educational and Methodological Matters of the Academy of the Ministry of Internal Affairs in Kazakhstan – who were a partner of the grantee – submitted an application for approval of the new, mandatory, human rights training for police academies to the Ministry of Education upon completion of the Human Rights Training manual drafting process. At the time of the evaluation visit still no launch date had been secured and almost 2,600 training manual copies were on the shelf. With plans for future training, review and production of new training manuals yet to be confirmed – to keep pace with national legislative developments – there is a serious risk that knowledge will be lost and that existing course material becomes out of date.

Project: Strengthening transitional justice processes in Burundi

Lesson Learned:

Many of the professionals trained by the grantee before and during the project period have subsequently taken an active part in transitional justice related work in civil society, international organizations, the media and sometimes in state institutions in Burundi. Many representatives working on transitional justice and met by the evaluators had been trained by the grantee, and had used the skills they acquired to develop projects on behalf of their respective NGOs.
