Lesson Learned:

All funders in the development assistance field, whether government agencies or private foundations, have shied away from funding research. The result was a cleavage between research as it would more traditionally be considered in the social, political and (more recent and largely Anglo-American) policy sciences, and programme design and implementation.

Lesson Learned:

The project highlights the benefit to UNDEF from working with first-class partners who can produce first-class outputs on
schedule. There is a role for field-based, local NGO implemented projects, often in very challenging circumstances, but there is a role, as well, for global projects implemented in partnership with known global players.

Lesson Learned:

By financing part of the first systematic canvassing of views of democracy aid recipients, UNDEF contributed to improving the quality of democracy assistance worldwide, a highly relevant activity.

Lesson Learned:

Taking advantage of the high degree of flexibility in UNDEF projects, FRIDE was able to work with the Cairo Institute for Human Rights Studies to organize a high profile democracy event six months following the Egyptian Revolution.

Lesson Learned:

The project’s communication via newspaper and website produced mixed results. The content for media communications needs to be relevant to the target audience(s).

Lesson Learned:

The “Public Awareness” component of the project was merely an add-on to other activities. There was no plan concerning the intended audience for activities or events. No thought was given to how the “booklets” and other documents produced were to be distributed, and no consideration was given to providing guidance on how the documents were to be employed.

Lesson Learned:

The project’s Training Workshops were well-organized; yet, each was a “one-off” affair, with no follow-up. Such activities will probably have been of short-term value to participants, but are unlikely to have had broader impact.

Lesson Learned:

The NGO internships for women seem to have been only partly successful and needed to be thought through in more detail. A more sophisticated intern programme, with some women interns placed in political institutions such as a female parliamentarian’s office, might have led to improved experiences and outcomes from this component of the project.

Lesson Learned:

While members of a number of those groups listed as stakeholders – political parties, trade unions – and beneficiaries participated in project activities, no effort was made by the project team to engage with them on a continuing or consistent basis. The design of all activities should have included a process to enable participants to provide feedback on their experience.

Lesson Learned:

Both trainers and trainees considered that the training could have had a more practical application for example, if the women participants could have had placements in political offices. Had the project been longer this kind of practical experience would have been possible.
