Lesson Learned:

Allocating a portion of the budget to carry out a research component at the beginning of the project is crucial in developing the best understanding possible of the key issues and barriers in the local context.

Lesson Learned:

Not much thought was given to the design of the media campaign element of the project at its start. In planning for this element of the project the grantee could have included a qualitative market research component, even as simple as a few focus groups, to help assess impact and revise messages and materials accordingly. This would have also allowed an assessment of the impact of the media campaign.

Lesson Learned:

The project achieved its strongest results through producing significant research on regional business, government, and civil society. Anecdotal evidence suggests that project activities were effective in raising awareness among organized civil society in the regions, perhaps in part because of their great need for information and capacity.

Lesson Learned:

Project follow-up should have included applied research. The goal of such research would be to analyse critically and comparatively the various experiences and advances encountered by the project. This exercise should identify, in the context of a fragile democracy, the modalities and the possible alternatives for optimising women’s empowerment and guaranteeing as much as possible the application of the legal framework, as well as following up and carrying out the recommended support or judicial measures.

Lesson Learned:

The grantee’s influence was partly because of the high quality of the research undertaken as a basis for the proposals it put forward to the Constitutional Review Commission. The range and number of civil society partners in the Coalition also added to the credibility of the project. This project was a thoroughly professional and unique initiative. Its findings were of crucial importance in demonstrating to the Constitutional Review Commission the weight of public support for some of what became the key issues addressed in its recommendations.

Lesson Learned:

By building a platform providing credible research to inform the advocacy efforts of a broad-based coalition of civil society organizations in Ghana, the grantee had a significant impact on the constitutional review process.

Project: Promoting Women's Participation in Local Budgetary Processes

Lesson Learned:

Enhancing practical skills of women on action research and gender-responsive analysis allowed women to participate in local governance more effectively and in a collaborative way. The women’s action research groups were involved in all phases of the project. They analysed their own municipal budget and identified budgetary problems and issues to raise with the local administration and elected officials.

Lesson Learned:

The field research undertaken as part of the project interviewed a wide sample of citizens and provided a precise diagnosis of the electoral behaviour of those communities, but the end-product was too academic and lacked digestible messages that could be easily communicated as part of sensitization activities.

Project: Electoral Justice Principles for Trust in the Electoral Process in Ghana, Kenya, Sierra Leone

Lesson Learned:

The survey failed to differentiate between the five separate institutions involved in the security sector: the police, the armed forces, prisons, Fire Force and Native Administration security, all of which are coordinated by the Office of National Security. The research treated them as one group, which was not appropriate and led to a biased assessment.

Lesson Learned:

The reliability and usefulness of this survey was questioned by several of those interviewed outside of this steering group. They felt the focus groups were not representative, the questions too generic to be useful, and that it was not adapted to the national context.
