Lesson Learned:

The case of the grantee Zimam demonstrated that even though the organisation did not have a significant track record, the quality of the project proposal submitted by the grantee’s finance team could demonstrate their capability to manage funds. Indeed, UNDEF showed audacity and open-mindedness in agreeing to fund this young organisation.

Lesson Learned:

The grantee organization LBH Apik and its local chapters are well-established grassroots organizations with internal systems and procedures in place. Building good rapport with local stakeholders was one of the key strengths of LBH Apik and a good strategy to secure commitment and can be continued in future programmes.

Lesson Learned:

There are important elements that influence the effectiveness of the implementation of an advocacy project other than the technical and financial capacity of the funded organisation. They include:
– The clarity of the organisation’s internal strategy and the consistency of its positioning regarding the project’s objective.
– The credibility of the organisation and its members among CSOs and drivers of change relevant to the intervention.
– The social capital of the organization, which enables it to mobilize key stakeholders and allies in the field.
– The capacity of the organisation to analyse the political context, manage risks, and adapt activities to the situation.

Project: Jeunesse et participation électorale au Burkina Faso

Lesson Learned:

When supporting electoral processes there is clear value in working “upstream” to cover, and connect, key aspects of the full electoral cycle (e.g. registration, awareness raising, monitoring, conflict prevention and resolution) before the election event itself. Where possible, this can also include linkages with initiatives promoting access to information and freedom of speech – i.e. ensuring that electoral choices are as well informed as possible and contribute to community dialogue and improving social cohesion. A new civil society platform for the Sahel, the Coalition citoyenne pour le Sahel, appears to be a promising forum just such interaction.

Lesson Learned:

Along with the multiyear experience and expertise in the field, the two main preconditions for the successful accomplishment of the project were the team’s political impartiality and decentralization of efforts. In transitioning societies, where democratic institutions are not yet fully mature and division between public administration and the ruling force is still not clear, being politically unaffiliated is crucially important for a project team to ensure the project’s success, especially when it regards projects promoting participation in elections.

Lesson Learned:

A positive factor for the sustainability of the project was the established track record of the grantee in the target communities. The grantee’s familiarity with local culture and institutions, its position of trust in communities, and its expertise all contributed to project success. The NGO has also proven its ability to attract funding.

Lesson Learned:

Some Women’s Group Advocacy Platforms have registered as Community Based Organizations with the District Assembly. Official registration enhances the stability, legitimacy and credibility of these women groups, and makes them an attractive partner to other development actors looking to support women in Ghana.

Lesson Learned:

The grantee’s influence was partly because of the high quality of the research undertaken as a basis for the proposals it put forward to the Constitutional Review Commission. The range and number of civil society partners in the Coalition also added to the credibility of the project. This project was a thoroughly professional and unique initiative. Its findings were of crucial importance in demonstrating to the Constitutional Review Commission the weight of public support for some of what became the key issues addressed in its recommendations.

Lesson Learned:

The grantee should have played a greater role in building relationships with the local authorities. The CSOs, though they had adequate links to local officials, lacked the credibility and credentials to help build capacity at local government level.

Lesson Learned:

Participants in the project expressed strong satisfaction with the skills and confidence they had gained: “We have become more credible actors with enhanced political impact. Although it is too early to appreciate the direct effects, we are confident that we will see them soon.”
