Lesson Learned:

Promoting democratic value is highly needed in the Algerian context, especially after the protests of 2019-2021, as the transition brings a search for reforms and new ways of governance. Civil society needs stronger capacity, up-to-date knowledge and tools, better mobilization, networking, vision. The need to engage citizens and civil society in local development requires frameworks, mechanisms, and tools dependent on experimentation and learning. Local authorities also need stronger capacity for mechanisms and tools for good local governance, so as to modernize and improve public services and better engage citizens in local development.

Lesson Learned:

Some participants clearly learned a lot from the training sessions, and have disseminated the skills they acquired, contributing in some cases to the sustainability of the project. However these elements of impact were relatively limited, partly because the project team did not systematically maintain a liaison with all the participants following the training sessions. A more pro-active approach to management would have been welcome, for example in terms of maintaining communications with each participant after the training sessions.

Lesson Learned:

The project was relatively weak in that costs were high and that it cannot be considered that the results achieved were commensurate with the expectations arising from the project document, or with the resources expended, even when taking into account the fact that political instability in the region increased the cost of activities.

Lesson Learned:

It should be noted that the project document demonstrated some weaknesses in the presentation of the intervention logic, to the extent that project results were conflated with objectives. The wording of the three outcomes was identical to that of the objectives.

Lesson Learned:

Bloggers and journalists benefit from human rights training. However, these activities should address more directly the needs and expectations of this target group, in particular by emphasizing economic, social and cultural rights and the practical aspects of training sessions.

Lesson Learned:

None of the project components were explicitly designed to continue beyond the project period. The Facebook page was thankfully able to sustain the positive image of the project. Other project activities, such as the prize for bloggers, could be maintained at a low cost, thus constituting a potential “exit strategy” for the project.

Lesson Learned:

The issue of the role of bloggers and citizen journalists in the dissemination of democratic values and in human rights promotion across the Arab world is an important one and the project proposed innovative and constructive approaches in this regard.

Lesson Learned:

One of the expected mechanisms of sustainability foreseen – the training of trainers – did not take place. The concrete outputs – a video documentary and a “study” based on an opinion poll – are not of sufficient quality to be usable in Algeria. Although some of the women who participated came together in an informal “network”, experience suggests that the sustainability of such a network will depend entirely on the efforts of those involved in it and/or of a strategic approach to its maintenance by the grantee.

Lesson Learned:

There were considerable delays in implementation which necessitated a project extension of eight months and a relocation of three of the four seminars to Tizi-Ouzou. Some of these delays were unavoidable however it cannot be argued that the fasting months of Ramadan in 2011 and 2012 were an acceptable excuse for inactivity. These should have been taken into account in the planning and time-tabling of events from the beginning.

Lesson Learned:

The grantee persisted with the organization of training and seminars even when it became obvious, early in the project, that a shift in the exchange rate in Algeria would leave the project short of funds. The grantee became aware early in the project that a shift in the exchange rate would leave the project under-resourced but did nothing to review the workplan.
