Lesson Learned: Promoting Good Governance among Tribal Inhabitants in Bangladesh (PROGGATI)

The project’s implementing structures were efficiently established because of the grantee’s existing relationship with many of the community based organizations in the region. About a quarter of the 240 community based organizations included family members working in the grantee’s existing water and sanitation projects. The existing links between these members and local officials, many of which worked on other projects together also facilitated project start-up and implementation.

Project Description
The project aimed to increase the political participation of indigenous (tribal) communities and community based organizations (CBOs) in the Rangamati Hill District of Bangladesh leading to an increase in their demand for more responsive public services and policies. The project set out to do this by increasing the dialogue between formal and traditional forms of local governance. Specifically, the project’s objectives were: enhance the capacities of local government leaders, CBOs and tribal community leaders; enable better coordination between stakeholders; and, promote democratic processes to ensure pro-poor service delivery and resource allocation. Its intended outcomes were: empowered CBOs and alternative community leaders; improved participation by traditional community leaders in the formal governance system; increased women’s participation; more pro-poor gender-sensitive local services; greater trust between the different stakeholders - indigenous inhabitants, Bengalis, CBOs and local government - and regular media reporting on governance issues in the Rangamati Hill District. The project did seem to help resolve small but important issues for the communities, and helped to increase the visibility of the open budget system by promoting its use by its committees. It also seems to have increased the general level of awareness of project participants on governance issues.

Lesson Learned: Youth local councils for civic engagement and social change in Palestine

The project’s ability to mobilize stakeholders, such as municipal councils, community members, families, schools, the media and relevant ministries, to interact with the Youth Local Councils was crucial to the success of the project in Palestine.

Project Description
The project focused on the creation of Youth Local Councils (YLC) in six villages in the West Bank – two in the north, two in the central area and two further south. All the young people in these villages were mobilized to register to vote in the YLC elections and underwent training in citizenship, democracy and electoral processes. Families, municipal councils, local non-governmental organizations (NGOs) and community members were involved in the campaign meetings or in overseeing the elections. The YLCs then received further training in the skills they would need in order to ‘govern’ effectively: negotiation, leadership, conducting meetings, fundraising, strategic planning and community action. They consulted with their youth constituents, the municipal council and community members, to devise a plan of action to contribute to their communities’ needs, and subsequently undertook a wide range of cultural and social activities, ranging from computer classes for other young people to the painting and renovation of school buildings.

Lesson Learned: Strengthening Advocacy Capacity of Civil Society in The Gambia

The grantee’s outcome indicators support the project’s achievements. However the ultimate objective of the project – to change government policies in Gambia to support an enabling environment for civil society – was not achieved.

Project Description
The project targeted the Association of Non-Governmental Organizations (TANGO) in the Gambia, and more specifically its 121 member NGOs (including the staff of some 60 NGOs) including over 2,000 members (community based organizations, religious and cultural bodies, youth organizations, trade unions and farmer associations). While the country has a plan for decentralization, the implementation of the plan has been incomplete. Civil society in the country has lacked advocacy capacity and communication channels to cooperate with regional and local level administrations so that decision making takes into account the most pressing needs of citizens.  The project attempted to increase the level of understanding between government and civil society about the positive effect that joint dialogue could have while aiming to increase the association of NGO members’ capacity to effectively engage with the government on issues of concern to civil society. The project in most cases achieved or exceeded the targeted outputs. Beneficiaries praised the usefulness of the advocacy strategy framework tool the project introduced. In addition, advocacy skills trainees confirmed that the knowledge they acquired serve their professional needs. In addition, the project’s communication forum effectively informed the public discussion about discrepancies between legal provisions and current policies.

The project met its outputs however the extent of its impact is unclear. It did undertake a baseline in Year 1 that provided some descriptive but useful information on the targeted communities. However, this baseline was not repeated so there is no end-of-project data that it could be compared to.

The young people in Palestine were very aware that they cannot continue to serve as youth councillors past the age limit set by the project (16 – 22 years) but have clear ideas of how they can both support younger people taking on the youth councillor role and also continue to participate as trainers and mentors.

The project used existing networks to establish a project structure. This proved an effective way to reach down to the grass roots level within a relatively short period of time. This allowed for a quick mobilization of the project despite the dispersed nature of the communities. These communities were able link to the local governance officials as many of them had already worked together on other issues.

The project adopted a one-size-fits all approach to its activities. However, the needs and capacities of the different stakeholders and participants were vastly different. A programme better tailored to these different actors might have yielded better results. Similarly the training could have included a component to ensure application of the knowledge acquired during the programme to the participants’ everyday work would have had more impact.

Lesson Learned: Youth local councils for civic engagement and social change in Palestine

Data collection and analysis would have been more useful to the project and to future planning, if it was disaggregated by sex. This allows gender to be appropriately programmed and for a more gender-sensitive understanding of the potential and risks in any activity. Although this project in Palestine did pay attention to gender in many ways, it was a pity that the pre- and post-tests did not and so did not allow to measure whether there was a difference between the understanding/learning of male and female participants (and thus to see where changes to training or activities might be made).

Lesson Learned: Strengthening Advocacy Capacity of Civil Society in The Gambia

The grantee provided very useful, tangible and instrumental services which contributed to the project's sustainability. The advocacy strategy framework developed very helpfully outlined the process of organising an advocacy campaign. It was very user friendly and explained clearly in a step by step practical way what needed to be done.

Lesson Learned: Promoting Good Governance among Tribal Inhabitants in Bangladesh (PROGGATI)

These communities are marginalized and lacked the understanding needed to participate more effectively. The project’s approach was to create alternative leaders to advocate on behalf of their community rather than working directly to engage these indigenous communities. The project also could have focused more on issues of critical concern to the communities, such as land tenure which is essential to their livelihood and traditional way of life.
