Lesson Learned: Civil Society to Monitor and Contribute to Transparency and Anti-Corruption Policies in Moldova

The project demonstrated how civil society could contribute to public policy on corruption. For example, the preparation and publication of three monitoring reports on progress made between late 2012 and December 2014 on the implementation of the government’s National Anti-Corruption Strategy (NACS) in Moldova were very effective. The reports facilitated more comprehensive, precise and reliable reporting on the progress made during the reporting period by the 36 state institutions responsible for implementation of the Strategy. It also encouraged and produced improved performance in achieving the benchmarks set out in the official national Action Plan.

Project Description
The project sought combat corruption – one of the major barriers to effective governance in Moldova - by strengthening civil society and enabling it to become an active participant in shaping of public policy on the subject. At the core of the project was building the capacity and reach of the previously established Anti-Corruption Alliance and related civil society organizations. Through intensive training, ongoing coaching and financial assistance with small sub-projects, the project also offered valuable support in building the knowledge and practical skills of smaller NGOs, both members and non-members, in the anti-corruption field.

Lesson Learned: Youth Partnership for Improved Budgetary Governance in Lebanese Municipalities: Musharaka

Since the project was designed to strengthen democratic processes, the workshops for the beneficiary groups should have provided more detailed information on rights. The project’s main priority was a needs-centered approach. What was absent was the perspective that access to public information, the monitoring of transparency in public administration, and good governance are the inherent rights of citizen that do not depend on the good will and acceptance of local authorities.

Project Description
The project was a follow-up to an earlier initiative that targeted 15 municipalities in the six Lebanese governorates. Under the UNDEF grant, the project was an extension of the initial programme, more focused on the areas of Western and Northern Bekaa to ensure a greater impact at the country level. The aim of the project was to empower youth, and tje wider community through them, to render municipal councils of Western and Northern Bekaa more transparent and accountable. The project was divided into two phases: in the first phase, five democratically elected Youth Shadow Councils (YSCs) received thematic and technical training on good governance, advocacy strategies, conducting needs assessments, access to public services, and budget analysis. In the second phase, the elected council was responsible for training another group of participants in order to disseminate the principles of transparency and accountability and motivate citizens to advocate for reforms and get involved in their community’s development process. The project mobilized and trained 200 young women and men aged 17-29 in the municipalities of Der El Ahmar, Baalbeck, Taalbaya, Saadnayel, and Sawireh. It had a relevant and well-defined strategy with concrete indicators that facilitated the monitoring of achievement levels.

Lesson Learned: Civil Society Monitoring of Governorate Councils in Iraq

Although factors like the security situation in Iraq made it difficult to probe the impact of the intervention, significant advances were made in short-term government responsiveness and transparency to the public. The grantee published Annual Monitoring Reports to highlight the gap between public expectations and the actual performance of the Governorate Councils. These were circulated widely and managed to attract considerable interest from the mass media and senior government officials. In response, several of the participating Governorates Councils devoted greater efforts to transparency and providing information to the public. Further, the central government expressed their interest in expanding civil society monitoring to all provinces in the country.

Project Description
The project sought to enhance government transparency at provincial level in Iraq by training civil society organizations in monitoring and accountability. This approach was particularly relevant in the Iraqi political context, where provincial legislatures’ (Governorates Councils) capacities are weak. Although impact was difficult to measure for the evaluation team, and much work remains to be done in order to meet overall objectives, the short-term achievements of the project were considerable. The project illustrated how civil society monitoring of provincial authorities in Iraq effectively can enhance government accountability – if both civil society and authorities are willing to make the effort.

Lesson Learned: Empowering Civil Society Groups to Promote Social Accountability

The project introduced a tool called Citizen Report Cards (CRC) and trained local education officials, teachers and CSO members, on their use including a practical planning exercise leading to an educational pilot study to select indicators and assess results. Therefore the methodology was well-understood by participants.

Project Description
The overall goal of the project was to improve governance in Papua, Indonesia. Specifically, it focused on developing and implementing a practical strategy to build a forum for civil society organizations where civil society could develop skills in social accountability and promote accountability and transparency of the provincial and city governments. Given the deep suspicion of civil society on the part of government in Papua, the intention of the project was to establish the CSO Forum as a legitimate body in the eyes of both decision-makers and the public. Training was provided to all stakeholders – including government officials and a series of dialogue sessions was also organized. However, gaps in the initial baseline analysis and stakeholder consultations, along with a decision to implement the project without a local partner, reduced the project’s relevance to the Papuan context and the needs of beneficiaries. Eight visits to Papua over a two-year period by members of the Jakarta-based project team limited opportunities for contact between the visiting team and beneficiaries, and a lack of continuity across activities restricted what the project was able to accomplish.

Lesson Learned: Empowering Civil Society Groups to Promote Social Accountability

The setting up of a CSO Forum to bring civil society organizations together and to provide an arena for dialogue between government and civil society was widely welcomed. Unfortunately, no effort was made to formalize the organization, structure and leadership of the Forum. It existed only when the project team was present in Jayapura, Indonesia, and organized an event. Once the project finished, the Forum ceased to exist.

Lesson Learned: Grassroots Gender Accountability in Uganda

All Village Budget Clubs and caucuses of women councillors from the districts of Gulu, Kibaale and Kibuku, continue to use the monitoring approach to jointly identify and address gender-specific local service needs. There are individual cases, in which Village Budget Clubs (VBC) have shared their knowledge with neighbouring counties, whose representatives visited to observe VBC members during the conduct of service monitoring assignments.

Project Description
The project worked to help women district councillors acquire knowledge and to push the equality agenda with policy makers. The project’s advocacy activities led to improved gender-sensitive service delivery, as the local government budgeted for enhanced services for women and girls. In September 2016, two years after the end of the project, the Government announced that gender sensitive indicators will be used to ensure that all sectors adhere to gender equality in decision making and service delivery in the country.. Visibly empowered district and sub-county councillors expressed with pride their new influence on the gender-sensitive application of laws, policies and local budgets. Former women MP trainees proudly cooperated across party lines on priority issues of the Ugandan women in parliamentary committees. The approach of putting in place a monitoring system that was run by Village Budget Clubs (VBCs) and district councillors alike was appropriate. The project’s training methodology ensured the transfer of necessary skills such as gender-sensitive analysis, budgeting, caucusing, lobbying and advocacy.

Lesson Learned: Promoting democratic and human rights values among Rwandan youth

The project design did not explicitly outline what it meant by empowering young people to engage in “democratic processes”. In practice, the project encouraged its beneficiaries to raise concerns and consult with the authorities at local level and to debate issues of concern but there was little emphasis on citizens’ right to demand accountability from government.

Project Description
The overall objective of the project was to empower Rwandan youth to play an active role in the democratic process and good governance of their country, and to understand and stand up for human rights to further nation-building processes. The project targeted 7,000 youth members of Never Again Rwanda (NAR) clubs and associations to make them “ambassadors of change”. The targeted youth were to “reach out” to other young people and the general public through “knowledge and skills sharing and advocacy initiatives and drives”. The key activities of the project were to: train youth on human rights and advocacy skills; hold debates and theatre shows on human rights and democracy; and support the trained youth to play a role in democratic processes and good governance. The project was generally well designed in that it took into account the sensitive socio-political context of Rwanda under its post-genocide government.

Lesson Learned: Your Local Representative, Strengthening Citizen Participation in Ukraine

The project was relevant in terms of its identification of the democratic problem. All people interviewed as part of the evaluation viewed the consolidation of power by one individual or party as the main issue facing the communities. Projects of this nature shine a light on governance and the need to pay attention to what elected officials are doing. The project provided a public space that highlighted the work of deputies. This was effective for journalists and some of the minority party deputies. For the journalists, the websites developed by the project provided a one-stop shop for information about local representatives’ work, while the minority deputies found the websites could be used as a channel to make their work public.

Project Description
The project sought to enhance the capacities of Ukrainian NGOs and citizens to influence political processes by providing citizens with tools to monitor and evaluate the work of their elected officials and to advocate for needed change. Its intended outcomes were to: increase NGO activism in engaging citizens to undertake citizen monitoring and advocacy activities; increase access to information for citizens about their local representatives and electoral officials; and increase civil society demand for more accountability from their local representatives and elected officials in eight targeted regions. The main tool used by the project to achieve these outcomes was a dedicated website. However this was under-developed in the design and during implementation. The assumption that these websites alone could result in more responsive party lists or more accountable deputies was unrealistic .The impact of this project is difficult to assess as it did not collect outcome information.. The limited use of the site and its lack of links to activities in the sector reduced its potential for impact but from the anecdotal information gathered, it seems that on a limited scale, this project resulted in an increased awareness among some deputies that their activities were being watched and that information on their work could get out to the public through NGOs and websites such as these.

Lesson Learned: Addressing Ghana’s Governance Deficits through Constitutional Reform

The grantee did not always effectively communicate with the funding agency. At one point there was a ten-month delay during which UNDEF received no response to its emails. The lack of communication with UNDEF unacceptable performance would seem to indicate certain weaknesses in the overall system of management, particularly regarding project implementation.

Project Description
The project aimed to obtain measurable improvements in Ghana’s constitutional and governance mechanisms by providing technical input and advocacy platforms for civil society actors to research and build a constituency for constitutional and legal reform in key governance areas. The project related closely to the grantee’s mission, i.e. the promotion of democracy, good governance and the development of a liberal economic environment. The grantee’s intervention was relevant in its focus on efforts to take practical action to address priorities in democratic development, and in ensuring that the priority concerns of Ghanaian civil society, as well as the interests of ordinary citizens - through a national public opinion survey that the grantee organized - were heard. The strategy adopted by the project was judged to be appropriate and its reports to the Constitutional Review Commission and the proposals which they contained were seen as highly relevant to its deliberations.

Lesson Learned: Supporting civic participation of grassroots communities in the Democratic Republic of Congo

Members of the project’s Democratic Action Clubs (DACs) have more awareness of their rights and are more likely to identify future abuses of power by the administration. The project also resulted in participants being better informed about legal remedies available to them. Elected officials who took part in public debates noted that some DAC members had boldly and publicly criticized police violence and corruption.

Project Description
The objective of the project was to enhance citizens’ access and involvement in local governance in 50 communities in Kinshasa and Maniema Provinces. According to the grantee’s analysis elections were a time of apparent democracy, because neither the administration nor elected officials were actually accountable to citizens for their actions. Therefore, the project aimed to raise awareness among grassroots communities about the importance of participating in local governance; to involve grassroots communities in identifying information, training and support needs for participatory governance; and to document and learn from local experience in relation to participatory governance. The project’s relevance, however, was limited as its scale of action was too small to enhance democratic culture at the level of entire communities, as suggested by the grantee; and it failed to highlight the need for women’s participation in governance.
