Lesson Learned: Civic Participation of Indigenous Youth for the Strengthening of Democracy

The adoption of the Public Policy on Youth and the creation of the Municipal Youth Office are evidence that the project managed to establish a link between the youth associations and the municipal authorities in Guatemala. The young people appreciated the project’s training and building of the associations which gave them the opportunity to know their rights and apply democratic practices in Guatemala.

Project Description
The aim of the project in Guatemala was to increase the participation of Q´eqchi youth, especially women, in individual and collective decision-making and democratic processes in the municipality of Sayaxché, department of Petén. The project strategy was structured around two activities: training young people on citizens’ rights and participatory democracy; and creating organized youth spaces to foster the participation of young people in political decision-making processes. Civic awareness-raising and training sessions for young people from 23 communities belonging to five micro-regions within the municipality of Sayaxché were held. The project then attempted to institutionalise structures by creating two youth associations. These associations were expected to draft a proposal for public policy on youth at the municipal level, which would be presented to the local government for adoption. These activities contributed to the improvement of the quality of political participation of young people and to the strengthening of the process of decentralization which promotes civic participation at the local level.

Lesson Learned: Empowering Civil Society Groups to Promote Social Accountability

The setting up of a CSO Forum to bring civil society organizations together and to provide an arena for dialogue between government and civil society was widely welcomed. Unfortunately, no effort was made to formalize the organization, structure and leadership of the Forum. It existed only when the project team was present in Jayapura, Indonesia, and organized an event. Once the project finished, the Forum ceased to exist.

Project Description
The overall goal of the project was to improve governance in Papua, Indonesia. Specifically, it focused on developing and implementing a practical strategy to build a forum for civil society organizations where civil society could develop skills in social accountability and promote accountability and transparency of the provincial and city governments. Given the deep suspicion of civil society on the part of government in Papua, the intention of the project was to establish the CSO Forum as a legitimate body in the eyes of both decision-makers and the public. Training was provided to all stakeholders – including government officials and a series of dialogue sessions was also organized. However, gaps in the initial baseline analysis and stakeholder consultations, along with a decision to implement the project without a local partner, reduced the project’s relevance to the Papuan context and the needs of beneficiaries. Eight visits to Papua over a two-year period by members of the Jakarta-based project team limited opportunities for contact between the visiting team and beneficiaries, and a lack of continuity across activities restricted what the project was able to accomplish.

Lesson Learned: Honduran Youth for Democracy

The project raised many educational expectations and employment demands among youth and communities in Honduras. These demands could be addressed in forums for social dialogue between civil society and municipal authorities.

Project Description
The objective of the project was to improve the social and political participation of youth. In order to do this the grantee created and strengthened youth organizations to develop local programmes for the democratic participation of youth in two municipalities. The project also aimed to strengthen existing Municipal Youth Commissions and Municipal Youth Networks, and to support the drafting and approval of their municipal youth policies. The project also intended to help the municipal youth organizations and regional youth networks to obtain authorization to promote youth participation in social initiatives. The project brought the issue of youth rights and political advocacy to the fore with a gender-equity and social-inclusion approach. This approach addressed the needs of the beneficiary population, empowered youth organizations and networks and improved the quality of young people’s social and political participation at the local level. The participatory drafting of public agendas and policies in the two municipalities of has furthered social and political action among youth.

Lesson Learned: Civil Society Engagement for Democracy and Good Governance

Mayors and municipal counsellors in Côte d’Ivoire became more aware of the essential role of the Commune and the importance of dialogue with citizens. As examples from this project have shown, such dialogue required officials to be more transparent for example by regularly reporting to the population on their activities.

Project Description
The main focus of the project in Côte d’Ivoire was to put in place five departmental committees and one national committee for the monitoring of democracy and good governance. By strengthening the capacity of the members of these committees, the project promoted voluntary involvement in the management of communes and the exercise of civic control. By relying on the country’s policy of decentralization, the project helped local populations develop an interest in governing local affairs through learning about their roles as citizens. This was done through cooperation and engaging in dialogue with locally elected leaders. With this project the grantee integrated strategic priorities of the national decentralization policy into local governance. It also managed to take into account the context of the Ivorian crisis, which was characterized by a weakness of democracy and poor governance. It was therefore a kind of post-crisis pilot project on raising awareness and approaches to training in democratic education and good governance. The project could have applied a more nuanced approach in relation to the different groups that were part of the target population, particularly women and young people and provided more local support.

Lesson Learned: Civil Society Engagement for Democracy and Good Governance

The project successfully engaged with local state authorities in Côte d’Ivoire, notably the Ministry of the Interior, the Union of Cities and Communes, and members of the national monitoring Committee. These groups provided support to the trainings for elected representatives and civil society actors. This paved the way for establishing the monitoring Committees which allowed for practical dialogue and debate on local issues.

Lesson Learned: Education and Training of Youth for Democracy in Burkina Faso

There was evidence that the project implicitly contributed to the reestablishment of a social contract between authorities and citizens, enabling young leaders and many institutional actors - such as political representatives and local authorities - to exchange views and opinions.

Project Description
The project aimed to mobilize youth to participate in the presidential election, by reinforcing citizens’ and voters’ knowledge. The beneficiaries were young leaders of women’s and men’s associations from across Burkina Faso, aged 18 – 25, who were involved in and committed to civil society specific activities for the youth. Activities focused on education, training and sensitization and, subsequently, on the development of a group of young leaders that can relay information and training knowledge to members of youth organisations and to the youth of their villages. The project was firmly rooted in the socio-political and cultural context of Burkina Faso. The lack of participation of young citizens in successive elections is intrinsically linked with the lack of education, in particular citizens’ and voters’ education. In the context of a still male-dominated country, the identification of beneficiaries comprising both young men and women was also appropriate to address the political participation of women. The project was also coherent in that it covered the pre-electoral, electoral and post electoral periods.

Lesson Learned: Enhancing Dialogue for Inclusive Constitution

The grantee seemed to have missed the opportunity to convince the project's former beneficiaries of the importance of continued dialogue, negotiation and networking to ensure sustainability. Since the Constitutional Assembly in Nepal failed and, taking into account the project's long-term objective to establish a mutually shared vision of Nepal's future form of governance, the project's former beneficiaries could have played a lasting key role in further disseminating relevant knowledge and information, in particular at the grass-roots level.

Project Description
This project aimed to improve the situation of Nepal's historically marginalized and indigenous Dalit, Muslim and Adivasi groups. The project was undertaken to correspond with the schedule of the country's Constituent Assembly (CA), which was entrusted with the development of a new constitution for Nepal. It developed coalitions among the country's marginalized groups, in order to increase receptiveness of political parties to Dalit and indigenous issues and to reflect them in the new constitution. The grantee made a deliberate effort to provide the marginalized group representatives and those involved in the drafting of the constitution high quality information about issues related to constitutional processes and examples of federalist practice in other countries. Although the Constituent Assembly dissolved without completing its mission, the extent to which the alternative constitution, the project's central output, has contributed to preliminary constitutional drafts of the Constituent Assembly‘s thematic committees demonstrate the project's impact.

Lesson Learned: Appui à la participation politique et citoyenne de la femme dans le processus démocratique au Burundi

The project was closely linked to the 2010 electoral challenges in Burundi to encourage women to vote and to stand for election. The election process, with a mandatory quota of 30% female representatives within institutions, was an important lever to generate collective awareness among all these leaders and shapers of opinion. This project also went beyond the elections by suggesting the creation of a National Forum for dialogue, allowing women leaders to overcome political differences and to exchange ideas on priorities to be implemented in order to improve the living conditions of Burundian women.

Project Description
The goal of the project was to increase and strengthen political participation and citizenship among women within democratically elected institutions before, during, and after the election process of 2010. The underlying idea was to make use of this election period as a timeframe allowing for public debate in order to raise awareness among influential parties, such as the media and women leaders, of their rights in order to better know and to assert these rights by creating a National Forum.
