Lesson Learned: Access to Justice and Human Rights Education (Rwanda)

The project made sure that women were included in the paralegal network. This made the project more representative and promoted the defense of women’s interests at the local level. This approach also dovetailed with a recent initiative by the Ministry of Gender and Family, which in early 2013 introduced the “Umugoroba evenings” – public events to enable women to interact and share advice.

Project Description
The project’s general objective was to increase access to justice for marginalized groups among the rural population of the southern district of Kamonyi, including people living with HIV/AIDS and the Twa ethnic minority. The project document highlighted that access to justice in Rwanda was a privilege reserved for the elite: an urban prerogative that discriminates against uneducated, low-income populations living largely in rural areas. The project was built around three main areas of activity: providing direct access to free legal assistance, through the opening and daily operation of a Legal Aid Clinic in the rural district of Kamonyi; setting up a citizens’ system and strengthening local capacity to address judicial issues through the education and training of paralegals; and creating a responsible and solidarity-based dynamic where law students provided direct legal as part of their school curriculum. The project was highly relevant, as it was tailored to local legal mechanisms put in place by the national framework to reform and decentralize the justice system. Overall the project improved legal structures and services in the Kamnoyi district and contributed to greater justice at the local level.

Lesson Learned: Supporting civic participation of grassroots communities in the Democratic Republic of Congo

Gender issues were not addressed substantially during the training sessions, though there were general references to the need for women to play a greater role in governance in the Democratic Republic of Congo. The grantee’s analysis of the country’s democratic deficit had also failed to identify women’s participation in political decision-making processes.

Project Description
The objective of the project was to enhance citizens’ access and involvement in local governance in 50 communities in Kinshasa and Maniema Provinces. According to the grantee’s analysis elections were a time of apparent democracy, because neither the administration nor elected officials were actually accountable to citizens for their actions. Therefore, the project aimed to raise awareness among grassroots communities about the importance of participating in local governance; to involve grassroots communities in identifying information, training and support needs for participatory governance; and to document and learn from local experience in relation to participatory governance. The project’s relevance, however, was limited as its scale of action was too small to enhance democratic culture at the level of entire communities, as suggested by the grantee; and it failed to highlight the need for women’s participation in governance.

Lesson Learned: Supporting civic participation of grassroots communities in the Democratic Republic of Congo

Whereas many women joined the project’s newly established Democratic Action Clubs (DACs), few of them were among DAC coordinators and none among DAC leaders. The grantee was aware of this issue, which it said had cultural roots. However, the project itself did not address this problem proactively – it could have for instance required DACs to elect an equal number of men and women coordinators.

Lesson Learned: Enhancing the Capacity for Inclusive Local Governance through Synergies and Sustainable Linkages between Communities and Government in North Afghanistan

The needs of female trainees would have been better-served had ACTED proved able to recruit at least a few female trainers in Afghanistan ; none was hired.

Project Description
Enhancing the Capacity for Inclusive Local Governance in Northern Afghanistan was generally effective as a training project, but its overall design was not well-aligned with the overall objectives specified. The project made a difference for the trainees who benefited from the course provided, but did not contribute much to the institutional results linked to enhancing inclusive local governance. The grantee was a well-known international NGO. This was strength in some ways, but may have been a weakness in others. The project design had a “generic” quality to it, suggesting a lack of attention to the specific needs in the project sites that were addressed. Further, the lack of engagement with the project by ACTED Kabul at a management level, along with the absence of decentralization of decision-making to the local level, undermined project effectiveness.

Lesson Learned: Increasing Women’s Participation in Politics and Decision Making in Angola

The project also collaborated closely with the Ministry of the Family and Women’s Promotion  and the Women Parliamentarian’s Group10  in Angola. The purpose of this group, created in 1995, is to integrate the gender perspective into legislation, promote the exercise of women’s rights, and fight all forms of exclusion. Strategically, the selection of the project’s partner organizations was wise, especially in view of their potential impact and multiplier effect, since all of them were involved in the training activities.

Project Description
Increasing Women’s Participation in Politics and Decision Making in Angola targeted the women’s organizations of Angola’s political parties and other platforms that work to promote the political empowerment of women. Participants found the issues addressed by the project interesting and appreciated the participatory methodology, which encouraged interaction among people who in many cases were from different political parties, enabling them to get to know one another. However, the decline of the grantee’s institutional capacity substantially lessened the project’s potential impact.

Lesson Learned: Civil Society Engagement for Democracy and Good Governance

There was a multiplier effect among the volunteers who were trained. They were in a position to drive further citizen participation following the end of the project. In particular, the women who participated in training sessions will ensure future awareness raising within their communities and women’s associations.

Project Description
The main focus of the project in Côte d’Ivoire was to put in place five departmental committees and one national committee for the monitoring of democracy and good governance. By strengthening the capacity of the members of these committees, the project promoted voluntary involvement in the management of communes and the exercise of civic control. By relying on the country’s policy of decentralization, the project helped local populations develop an interest in governing local affairs through learning about their roles as citizens. This was done through cooperation and engaging in dialogue with locally elected leaders. With this project the grantee integrated strategic priorities of the national decentralization policy into local governance. It also managed to take into account the context of the Ivorian crisis, which was characterized by a weakness of democracy and poor governance. It was therefore a kind of post-crisis pilot project on raising awareness and approaches to training in democratic education and good governance. The project could have applied a more nuanced approach in relation to the different groups that were part of the target population, particularly women and young people and provided more local support.

Lesson Learned: Enhancing Women’s participation in Democracy in The Gambia

More work is required to address the low level of debating and campaigning skills among many of the women trainees.
Those women who stood for election but were not successful could have been better prepared. Trainees expressed their interest in further training and continued mentoring from the grantee.

Project Description
The project aimed to promote the involvement and participation of women in electoral processes and democratic governance. Following the decision of all but one of the opposition parties not to participate in the National Assembly elections, the grantee expanded the project to the local government elections. Project activities included focus groups about women’s rights to encourage active representation of women in the community decision-making processes. Open forums and regional radio programmes generated knowledge and vibrant discussion among the wider public. A capacity building scheme combined training, mentorship, and experience sharing. The project effectively questioned entrenched cultural norms and pervasive religious beliefs. However, in spite of the project’s advocacy activities and the provision of training and mentoring number female candidates in the local government elections was lower than during the previous 2006-2008 cycle.

Lesson Learned: Enhancing Women’s participation in Democracy in The Gambia

Participants in the project reported that their self-esteem had improved and that they were more empowered to become involved in politics. Some of the women have become effective leaders and agents of change. Of those women standing in local government elections, 80 per cent had been trained by the project. To mainstream these efforts, the grantee could lobby government, opposition parties, and the Independent Electoral Commission to include a statutory requirement for a minimum representation of women in National Assembly and local government

Lesson Learned: Campaign for Stressing Community Concerns and Seeking Political Resolutions in the South and South Centre of Iraq

The project had an uneven performance in securing the participation of women. Given the many barriers to women’s involvement in public activities in Iraq, this is not surprising. The grantee made considerable efforts to ensure the prominence of women as facilitators, panellists and experts but these were not always effective.

Project Description
The project’s overall objective was to establish a robust civil society, to hold government to account and to effectively involve citizens in decision-making. The project design was built, around the central role of a group of 18 facilitators, drawn from nine member organizations of the grantee’s own Iraq Civic Action Network, each of them based in one of the target provinces in Iraq. Each of these organizations was also the implementing organization at the project level. All of the stakeholder groups confirmed that the project provided practical knowledge on how to play an effective role in the political process and on how to become involved in decision-making. The grantee’s experience in organizing activities to strengthen local leadership and build up the knowledge and skills of representatives of local organizations, including political parties, proved to be an important asset in supporting a project strategy which fitted well with overall objectives, as well as the priorities of beneficiaries.

Lesson Learned: Reinforcement of the role and image of women in West African media

The project design put an emphasis on economic, social and political problems specific to women in the region: access to land ownership, discrimination, gender-based and family violence. It also aimed to support women’s participation in democratic governance by highlighting women’s concerns and opinions. In that sense the projects expected results constituted appropriate responses to the problems identified.

The project was to promote journalistic content countering negative images of women and reinforce the role of women journalists in the media, including at leadership level. The project’s impact was very clear in Niger were it contributed to the publication of a “Charter for the Improvement of the Image of Women in the Media”. In Mali and Burkina Faso, stakeholders mentioned positive changes in relation to journalists’ training on the use of oral testimony. The Femedia prizes given as part of the project had an impact beyond those journalists and media houses that participated in the competition. However, the overall impact of the project could have been greater if the grantee had developed and implemented an explicit advocacy strategy addressing government authorities and media regulators. As it was, the project only addressed these stakeholders indirectly.
