Lesson Learned:

Planned activities were mostly undertaken and the training and some published materials were of good quality. The vague strategy and the lack of professionalism of those responsible for its implementation have ultimately made the project less effective than it could have been.

Lesson Learned:

The grantee could reinforce the effectiveness of its actions promoting democracy in Togo by developing partnerships with civil society organisations experienced in working on women’s rights and on economic and social rights in rural areas.

Lesson Learned:

Project implementation demonstrated that the grantee lacked human rights expertise. It is important to improve the expertise in this field to enable the grantee to develop a sound, rigorous strategy and credible message to Togo’s civil society and institutions.

Lesson Learned:

The project did not sufficiently focus on Togo’s institutional stakeholders. The project’s target groups were all civil society members or local political leaders. None represented the law enforcement or judicial sectors, which are key actors in relation to human rights, freedom and democracy.

Lesson Learned:

The needs, which the grantee sought to address, are still valid. Any follow-up project should be based on a long-term strategy and on a detailed analysis of the causes and consequences of the issues to be addressed. This analysis should take the form of a strategy document. The strategy paper should be developed using a participatory approach.

Lesson Learned:

The media regulation authority, the Truth and Reconciliation Commission and the Electoral Commission were involved as resource persons for training activities and for developing content. It is recommended that the grantee continues to develop and formalize these partnerships.

Lesson Learned:

The production of broadcasts in Togo involved a partnership with Radio Lomé, which was effective at getting messages across. The media regulation authority, the Truth and Reconciliation Commission and the Electoral Commission were involved as resource persons for training activities and content. It is recommended that the grantee continues to develop and formalize these partnerships.

Lesson Learned:

Minor adjustments to project design can reinforce effectiveness – including for example the use of social networks to share information, as well as work with community radios. The project’s effectiveness varied notably between countries, as a result of both external and internal factors, such as governments’ degree of openness to dialogue with NGOs on WASH issues and the management skills of platform leaders.

Lesson Learned:

Several platform representatives noted that the UNDEF project led to enhancing their professional skills across the region. The capacity building also helped enhance platforms’ resilience and technical capacity and also their capacity to attract the attention of other development actors, including future donors. Enhanced technical capabilities generate research and strategy development capacity, which should be directed towards the elaboration of future projects in order to reinforce sustainability and credibility vis-à-vis government authorities and potential donors.

Lesson Learned:

Project achievements were positive; especially in view of the vast geographical area covered by the project and the fact that the budgets devolved to each country were relatively limited Some of the implementing partners took innovative approaches as they knew their efforts could not be compensated financially.
