Lesson Learned: Promoting Active Participation of Civil Society in Environmental Governance

Projects supporting training of trainers on human rights in Vietnam should make sure that the Board of the National Academy of Politics and Public Administration include human rights in the training manual in accordance with the priority setting of the country’s political hierarchy.

Project Description
The project aimed to improve environmental conditions in Viet Nam. The grantee worked with the Vietnam Institute of Human Rights (VIHR) of the Ho Chi Minh National Academy of Politics and Public Administration (HCMPA) to prepare a curriculum for high-level government officials designed to provide a better understanding of the benefits of civil society participation in environmental policy. The grantee also worked with the Center of Environmental Training and Communications (CETAC) of the Vietnam Environmental Administration (VEA) to train journalists in the use of independent research methods and sources of investigation. In addition, the project supported the capacity building of local NGOs in the areas of strategic planning, financial management, and communications, in order to help them address key donor expectations.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

Some 237 CSO activists were trained in civic and political education, exceeding the target of 180. Similarly, 185 women and young people were trained through the engagement seminars, also exceeding the target of 135. In its own review, the grantee concluded that the sessions on participation and on media engagement were the most successful, in that they provided entirely new and practical knowledge, which trainees could apply readily. There was also a positive response from trainees to the module on democracy monitoring. In a number of cases, those supported by the project were motivated to take further action. Most often, this involved “stepping down” the training to other members of their networks.

Project Description
The project was built on the grantee's experience of the most urgent problems of local communities in the Niger Delta, and particularly of women, youth and other vulnerable groups. It aimed to engage with three sets of stakeholders: CSOs at local level in the nine Niger Delta states; representatives of marginalized groups (women, youth and the disabled); and officials from three branches of government. The project’s focus on working with the CSOs and beneficiary groups in strengthening the basis for broader-based citizen participation in the political process was highly relevant to addressing the democratic deficit in a region where there is widespread distrust of the governing authorities and the absence of a belief that the voices of the people will make a difference in decision-making. Despite some limitations overall, the project proved to be effective in building the capacities of its target groups, in enhancing their self-confidence, and in motivating many to take further action. Follow-up activities undertaken by participants included “stepping down” the training to others in their local networks, and organizing advocacy and public awareness initiatives. The project succeeded in contributing to increasing the levels of participation in the public realm by both CSOs and beneficiary groups.

Lesson Learned: Active Citizens and Accountable Local Government

Compromise is often a necessary element of successful advocacy processes. Imperfect legislation for pedestrian’s rights can be better than no legislation, particularly when amendments can be introduced later. The original project proposal had included the development and drafting of legislation. However, when the Ministry of the Interior (MoI) launched a bill, IP determined that it would make more sense to engage in and influence the MOI’s proposal rather than seek to push their own initiative. IP engaged in a dual-pronged stategy during the advocacy process that included both constructive and frequent dialogue with the MoI on the content of the law as well as civic activism to pressure parliament on approval of the legislation.

Project Description
The project aimed to create conditions for more active civic engagement among poor rural citizens. It also aimed to strengthen the capacities of local government to be more accountable and effective in rural provinces in Bangladesh. Project activities were undertaken pre- and post-elections. In line with Bangladesh’s National Rural Development Policy and the constitutional mandate, the project made a deliberate effort to reach out to socially disadvantaged communities. The project’s baseline survey confirmed that the target area's rural population was hardly involved in local decision-making processes and that little was known about the roles and responsibilities of their locally elected representatives, the Union Parishad (UP) members. Capacity building and communication activities prompted UPs to activate public consultation mechanisms such as standing committees and topical community meetings. Poor citizens were brought into direct contact with their UP members. The project greatly facilitated access to and use of local resources and services corresponding to the needs of the rural poor and the marginalized.

Lesson Learned: Empowering Civil Society Inclusion on Democratic Policy-Making in Kosovo

The approach of addressing demand and supply for CSO input was efficient as well as effective as it built government support for and use of CSO input at the same time as working to ensure that the CSOs would be able to respond constructively to those openings. The choice of governmental partners was also effective, as these offices were directly responsible for setting the standards for consultations and ensuring compliance with them in all government and municipal drafting in Kosovo.

The project’s strategy was sound as it built on the work already done by both CSOs and government offices. The project increased both the demand for and supply of public consultations.

The grantee could have been more rigorous in its development of a monitoring and evaluation plan so as to track the status of public consultations, the progress made towards implementing the new rules of procedure, and to assure that corrective measures are taken to address any problems encountered.

Lesson Learned: Active democracy and political participation of tribal communities in the Indian Himalayas

There were no delays in project delivery, since it had been designed with the seasonal obstacles relevant to the target region in mind. The high Himalayan districts are cut off from the rest of the country for four to five months a year. Therefore, the project was extremely effective. It achieved its objectives and in many cases exceeded the quantitative targets set.

The project’s principal objectives were to enhance civic participation among Himalayan tribes and empower marginalized groups (women, people with disabilities and nomads); and to engage with governance issues and democratic dialogue. To this end, the project aimed to build a supportive environment for enhanced democratic participation through supporting state and non-state actors. The project consisted of 10 core components creating a continuum of involvement from awareness of rights to access to those rights, supported by the training and mobilization of relevant support actors and those who could make the rights a reality. The project design was logical and very much tuned to the needs of the beneficiaries and other stakeholders in this challenging region. There were no delays in project delivery, since it had been designed with the seasonal obstacles relevant to the target region in mind.

Lesson Learned: Reinforcement of the role and image of women in West African media

Several participants in seminars and representatives of project implementing partners noted weaknesses that hampered the project’s effectiveness. The project design did not provide for an explicit lobbying and advocacy strategy addressing government authorities and media regulators on the representation of women in the media in West Africa. The implementing partners were not given enough organizational support.

Project Description
The project was to promote journalistic content countering negative images of women and reinforce the role of women journalists in the media, including at leadership level. The project’s impact was very clear in Niger were it contributed to the publication of a “Charter for the Improvement of the Image of Women in the Media”. In Mali and Burkina Faso, stakeholders mentioned positive changes in relation to journalists’ training on the use of oral testimony. The Femedia prizes given as part of the project had an impact beyond those journalists and media houses that participated in the competition. However, the overall impact of the project could have been greater if the grantee had developed and implemented an explicit advocacy strategy addressing government authorities and media regulators. As it was, the project only addressed these stakeholders indirectly.

Lesson Learned: Empowering Civil Society Inclusion on Democratic Policy-Making in Kosovo

The project led to successful collaborations between civil society organizations and the legal offices of the Office of the Prime Minister and Ministry of Local Government Administration. This improved the flow of information and quality of public consultations. There was an impressive range of participation from civil society and government, and they worked on a wide range of issues and regulations and legislation.

Lesson Learned: Active democracy and political participation of tribal communities in the Indian Himalayas

While this project in the Himalayan districts of India was well designed to be sustainable after funding had ended, the use of a volunteer workforce might put this at risk. This risk needs to be managed to ensure ongoing sustainability. Since even enthusiastic volunteers will not work for ever without compensation, consider providing modest honoraria to those who have volunteered and also to prepare new volunteers to replace those that drop out.

Lesson Learned: Empowering Civil Society Inclusion on Democratic Policy-Making in Kosovo

As the project worked to change the structure of consultations rather than working on a specific law or case, it should have a wide impact. The institutionalization of government reforms made consultations less dependent on the individual good will of a public official. Further consolidation of these reforms was expected with the anticipated adoption of the Governmental Strategy for Cooperation with Civil Society. Much of that strategy is reportedly based on the contents of the manual that the project helped develop.
