Lesson Learned: Strengthening Civil Society and Developing Independent Media in Africa

A related design flaw was that insufficient attention was devoted to awareness raising and advocacy activities, which should have underpinned the achievement of the objective concerning greater representation of socially disadvantaged people. Any new project that aims at reinforcing the democratic representation of poor and marginalized people in the street paper context should include an explicit public awareness and advocacy strategy. This strategy should address specific target audiences, such as municipal government and elected officials.

Project Description
The project aimed to support six existing street papers in African cities as well as to establish a new paper in Lagos. The overall development goal was to support people selling newspapers to earn a living and at the same time fulfil a broader social need for independent information on social issues The project involved: sharing of stories among the participating papers, through a regional coordination unit in Zambia; training for vendors and journalists, through a regional training coordinator and with support from outside journalists; a feasibility study and establishment of the Lagos paper; and advocacy to the broader public through the regional news service.. The International Network of Street Papers Foundation – the umbrella group managing the coordination among papers – was in a position effectively to support the project by obtaining funding and by taking on project coordination and supervision tasks. These factors ensured the overall relevance of the project. The project’s achievements, in the face of complex logistical challenges, demonstrated that groups of committed, skilled civil society activists can achieve significant results, as the sections below will highlight. However, the project’s relevance was diminished by a number of design flaws. There was an imbalance between the objectives of the project – which concerned the development of media freedom and independent news, as well as empowerment of the poor – and the project activities, which were directed towards capacity building of the papers themselves and towards training.

Lesson Learned: Civil Society Support Initiative on Political Marginalization in the Niger Delta in Nigeria

The government advocacy component of the project was a useful follow-up to the training provided. However, in many cases, the meetings seemed provide only an initial opening for voicing concerns and then government representatives providing information on current activities. This is not engagement. There were exceptions, where more was accomplished, but it is apparent that what was critical was that the meetings actually took place. They represented the initial step, the opening, to what was expected to be a long-term dialogue. For this expectation to be realized, far more support and advice will be required, over a period of years, rather than months.

Project Description
The project was built on the grantee's experience of the most urgent problems of local communities in the Niger Delta, and particularly of women, youth and other vulnerable groups. It aimed to engage with three sets of stakeholders: CSOs at local level in the nine Niger Delta states; representatives of marginalized groups (women, youth and the disabled); and officials from three branches of government. The project’s focus on working with the CSOs and beneficiary groups in strengthening the basis for broader-based citizen participation in the political process was highly relevant to addressing the democratic deficit in a region where there is widespread distrust of the governing authorities and the absence of a belief that the voices of the people will make a difference in decision-making. Despite some limitations overall, the project proved to be effective in building the capacities of its target groups, in enhancing their self-confidence, and in motivating many to take further action. Follow-up activities undertaken by participants included “stepping down” the training to others in their local networks, and organizing advocacy and public awareness initiatives. The project succeeded in contributing to increasing the levels of participation in the public realm by both CSOs and beneficiary groups.

Lesson Learned: Campaign for Stressing Community Concerns and Seeking Political Resolutions in the South and South Centre of Iraq

The civic forums, provincial conferences and advocacy meetings between groups of community representatives and decision-makers, were notable in bringing citizens and elected officials together to consider community priorities and what might be done to address them. It is a testament to the effectiveness of the project that many of the issues raised have subsequently been addressed, or put on the agenda for practical action to follow.

Project Description
The project’s overall objective was to establish a robust civil society, to hold government to account and to effectively involve citizens in decision-making. The project design was built, around the central role of a group of 18 facilitators, drawn from nine member organizations of the grantee’s own Iraq Civic Action Network, each of them based in one of the target provinces in Iraq. Each of these organizations was also the implementing organization at the project level. All of the stakeholder groups confirmed that the project provided practical knowledge on how to play an effective role in the political process and on how to become involved in decision-making. The grantee’s experience in organizing activities to strengthen local leadership and build up the knowledge and skills of representatives of local organizations, including political parties, proved to be an important asset in supporting a project strategy which fitted well with overall objectives, as well as the priorities of beneficiaries.

Lesson Learned: Reinforcement of the role and image of women in West African media

Several participants in seminars and representatives of project implementing partners noted weaknesses that hampered the project’s effectiveness. The project design did not provide for an explicit lobbying and advocacy strategy addressing government authorities and media regulators on the representation of women in the media in West Africa. The implementing partners were not given enough organizational support.

Project Description
The project was to promote journalistic content countering negative images of women and reinforce the role of women journalists in the media, including at leadership level. The project’s impact was very clear in Niger were it contributed to the publication of a “Charter for the Improvement of the Image of Women in the Media”. In Mali and Burkina Faso, stakeholders mentioned positive changes in relation to journalists’ training on the use of oral testimony. The Femedia prizes given as part of the project had an impact beyond those journalists and media houses that participated in the competition. However, the overall impact of the project could have been greater if the grantee had developed and implemented an explicit advocacy strategy addressing government authorities and media regulators. As it was, the project only addressed these stakeholders indirectly.

Lesson Learned: Democratizing governance for development: LDC civil society engagement

The evaluators believed that the grantee cannot simply continue advocacy actions but must put in place a strategy and work plan that reflect the needs of its members and that might include actions – like training and information processes – that donors would consider funding.

The project was timed to coincide with UN processes related to follow-up of the outcome document of the Third UN Conference on the Least Developed Countries (LDC-III) in Brussels in 2001, known as the Brussels Programme of Action (BPoA) and preparations for the Fourth UN Conference on the LDCs (LDC-IV) held in Istanbul in May 2011. The project aimed to build the capacity of civil society organizations in Least Developed Countries to mobilize and consolidate their energy, expertise and commitment to achieving quality inputs to the Comprehensive Review Summit in 2010, and strengthening democratic decision making in international development processes. It had three intended outcomes: Enhanced capacity of CSOs and CBOs; Increased awareness and coverage of LDC issues; Progress and setbacks on MDGs and BPoA reviewed. The project aimed to undertake activities in 20 countries: 13 in Africa, 2 in South Asia, 2 in South-East Asia and 3 in Pacific Island Countries (PICs). However planned activities changed throughout the project.

Lesson Learned: Democratizing governance for development: LDC civil society engagement

The impact of the project activities on the LDC-IV outcome document is questionable. Few respondents considered that CSO efforts had translated into impact on the outcome of LDC-IV (the IP0A), which is essentially a political outcome decided by governments.

Lesson Learned: Creation of Women's Parliament in Azerbaijan

The flagship initiative of the Women’s Parliament project was a report on discrimination against women. However this report did not have much impact since there was no lobbying/advocacy strategy. It would also have been more effective with a proactive approach towards building alliances with other similar projects in Azerbaijan. Efforts should be increased to convince concerned NGOs for submitting only one synthesized Shadow Report to CEDAW. Speaking in a common voice would increase leverage both towards CEDAW and the government.

Project Description
The overall purpose of the project was to address gender inequality and improve the situation of women’s rights in Azerbaijan. The establishment of the first Women’s Parliament (WP) – a symbolic model of alternative parliament with the focus on gender equality– served as a vehicle for achieving this goal. The Women’s Parliament was expected to result in four specific project outcomes: opening a discussion space for raising gender-specific issues; enhancing gender equality advocacy; strengthening civil society by facilitating women’s participation; raising awareness of national and international stakeholders on women’s issues. The direct beneficiaries of the project were members of the Women’s Parliament. Indirectly, the project aimed to benefit the female population of Azerbaijan.

Lesson Learned: Education and Training of Youth for Democracy in Burkina Faso

The project lacked a comprehensive advocacy strategy. It did not provide any measure of support for those young leaders in Burkina Faso to relay the message towards association members and towards the youth in villages.

Project Description
The project aimed to mobilize youth to participate in the presidential election, by reinforcing citizens’ and voters’ knowledge. The beneficiaries were young leaders of women’s and men’s associations from across Burkina Faso, aged 18 – 25, who were involved in and committed to civil society specific activities for the youth. Activities focused on education, training and sensitization and, subsequently, on the development of a group of young leaders that can relay information and training knowledge to members of youth organisations and to the youth of their villages. The project was firmly rooted in the socio-political and cultural context of Burkina Faso. The lack of participation of young citizens in successive elections is intrinsically linked with the lack of education, in particular citizens’ and voters’ education. In the context of a still male-dominated country, the identification of beneficiaries comprising both young men and women was also appropriate to address the political participation of women. The project was also coherent in that it covered the pre-electoral, electoral and post electoral periods.

Lesson Learned: Strengthening Somali Media Capacity for Democracy and Human Rights

The project also failed adequately to involve government authorities where it could have been possible. Although local officials were informed of activities, and occasionally invited to take part, there was no explicit attempt to convey the concerns of journalists to authorities or otherwise to associate them to a search for policy solutions.

Project Description
The project aimed strengthened the capacity of the Somali media to implement principles and practices of democracy and respect for human rights by providing professional training to Somali journalists across the country, focusing on ethics and good journalistic practices, and holding workshops on good governance and human rights. The use of training sessions and workshops was appropriate to address the issue of journalists’ skills development. Creation of a media centre was also useful in helping journalists to do their work. However, the project's planned activities were not sufficient to address all its objectives. The number of participating journalists was on target, as was the ratio of women participants (30%). This is a very significant achievement, considering the prevalence of armed violence and high levels of political instability in many parts of Somalia during the project period. Significantly, the project benefited about half of Somalia’s journalists. On the other hand, the failure to address other stakeholders - government, editors, and publishers - reduced the likelihood of positive changes. However, the very fact that the project took place has to be seen as an achievement in its own right.

The promotion of the role of the media and freedom of expression should have been the object of advocacy activities beyond the workshops. The grantee did conduct some advocacy activities, but these were not part of the UNDEF-funded project and addressed mainly the international community. Any follow-up project should include an advocacy dimension directed at government and local authorities, and should consider ways in which training sessions can be followed-up to further support participating journalists, for example through the use of social networks.
