Lesson Learned: Democratic Dialogue through Media in Sierra Leone

The grantee attempted sustainability by setting up a structure named Human Rights Reporters Network. However this structure proved short-lived, mainly because its members did not have the capacity or will to maintain it. The current strategy, consisting in working with existing media-related association is more likely to be sustainable.

Project Description
The project aimed to build capacity of local media in Sierra Leone to facilitate a national dialogue among civil society, government and citizens. It targeted primary beneficiaries that included: journalists from radio and print media who were awarded fellowships and trained in investigative journalism through production and publishing human right stories; NGO grantees; and local communities targeted through forums and workshops to increase public knowledge on the role of the media in human rights protection and promotion. The project responded to a need for improved democratic dialogue, and correctly identified the need for enhanced democratic debate as a precondition for entrenching democratic values and policies in post-war Sierra Leone. It also correctly identified the media as a key player, both as a space to “host” that debate and as a provider of substantive information. However the project's relevance was reduced by its failure formally to engage with editors/publishers and with relevant high-level institutional actors. The project document lacked a complete analysis of the stakeholders, their respective needs and the various messages that should be addressed to them. Nevertheless, the project contributed to establishing a critical mass of journalists aware of human rights reporting and of the challenges of balanced political reporting.

Lesson Learned: Democratic Dialogue through Media in Sierra Leone

The project design should have included a more explicit strategy to address editors and publishers, particularly those of media outlets to which trainers were assigned. The grantee sent trainers to selected media outlets, which had made a formal expression of interest and had received a briefing about the tasks to be carried out by the trainers and the support that the media outlets were expected to give. In addition, each media organisation was asked to sign a Memorandum of Understanding setting out each side's key responsibilities. This MoU covered a range of practical issues, but did not require media outlets to commit themselves to enhance their coverage of human rights issues, or otherwise to facilitate the fulfilment of the project's objective.

Lesson Learned: Cultivating Democratic Leaders from Marginalized Groups in Thailand

What will be the role and responsibilities of the implementing partners at each stage of the project (and after)? Do they have the capacity to achieve these? If necessary, include capacity building/training of partners into the preliminary stages of project activity. In this case, control remained in the grantee’s office in Bangkok and was not delegated to the regions. As a result, quality control could not be guaranteed without additional personnel being allocated to the project, with resulting additional costs. This structural weakness created a corresponding imbalance between money spent at central level versus the grassroots level.

Project Description
The project was designed to engage young people from marginalized populations in four regions of Thailand, to empower them to voice their needs, access their rights, participate in political processes, and improve their lives and communities. The grantee set out to create new leaders among young people to lead actions in the disenfranchised communities. While the project supported the implementing partners financially and to a lesser extent with expertise, it did not demonstrate significant added-value in the area of democratic development. The trainees were by and large already engaged in development work in their communities and, once the project ended, the partners and the young people continued as before. The project designers would have been more aware of this, and potentially had a chance to rethink the relevance of the design, if they had reviewed existing and earlier practice in this area, and had considered in more depth the way NGOs in the regions work and from where they get their funding. The project fell into the trap of becoming, essentially, a short-term provider of funds.

Lesson Learned: Enhancing Political Participation of Marginalised Women in Nepal

Since top-down government approaches have failed to address social exclusion and effective participation of marginalized women, the project combined a top-down strategy within a bottom-up approach. Planned activities were supported by strong top-down mechanisms and implementing partners were firmly rooted in a bottom-up approach, with the direct participation of the target audience. The adoption of the community organization pyramid, which involved monitoring of all activities by resource persons appointed by beneficiaries, consolidated the networks step by step. Stakeholders were able to collaborate at the local level while remaining connected to Kathmandu.

Project Description
The project organized women into informal Women's Democracy Forums to build a culture of collaboration between marginalized women from different social backgrounds in five Nepalese districts. It intended to give women a voice at the district and village level by providing information, education, and communication materials and offering training courses on women's rights. Project activities combined traditional and alternative means of communication, such as street theater. This oral mode of education was adapted to the needs of remote communities. The project's visibility was also enhanced by the production of weekly radio programs; 72 episodes on the political empowerment of women and democratic processes were produced and broadcast over a six–month period. Local authorities and grassroots resource persons increased their commitment to the political inclusion of women. All of these activities were innovative in these Nepalese districts and were skillfully carried out by the implementing team. All activities were successfully concluded and delivered results over and above expectations.

Lesson Learned: Deepening Democratization Processes Through Youth Leadership in Myanmar

The project far exceeded its own expectations, reaching more than 100,000 people through project activities. In part, this was a result of the intelligent and robust implementation structure put in place, with the grantee working closely with a number of reliable grassroots organizations in the regions where activities were undertaken.

The project aimed to identify new youth fellows, train them in leadership and concepts of democracy and governance, and prepare them to lead development projects in their communities. The strategy to do this was through "placements" with local grassroots organizations. The 130 trained youth fellows were supported through the fellowship network, including meetings at local and state levels and by identifying 400 youth volunteers through community "reflect circles" that the fellows facilitated. Together, the fellows and volunteers led and established a large number of development projects within the communities, ranging from pig rearing to the building of early education centres. The model is ideally suited to both produce the expected outcomes and also lay the groundwork for potential future representation at national level. The project far exceeded its own expectations, reaching more than 100,000 people through project activities. However, planned training of journalists and the development of a website proved not to be possible in the political climate in Myanmar and were replaced by the production of a series of newsletters for the fellows and for broader dissemination.

Lesson Learned: Deepening Democratization Processes Through Youth Leadership in Myanmar

One of the by-products of the project was the positive impact on partner organizations working at grassroots level. Although partners were chosen on the basis of their strengths and were treated within the project as equal partners, it was recognized that they did not necessarily have staff who were trained and experienced. The project therefore encouraged younger members of staff to sign up as fellows, and facilitated some fellows later joining as staff.

Lesson Learned: Human rights training and capacity-building for indigenous people

Impact was limited as the project was mainly focused on mobilizing the partner organizations’ members, with little regard for establishing significant collaboration with other actors from Guatemala, Mexico, Panama, and Peru involved in the same issues.
It would have been useful to publish a simple directory of indigenous organizations existing in Guatemala, Mexico, Panama, and Peru, as well as of stakeholders in civil society and their donors, which include indigenous communities among their priorities.

Project Description
The project aimed to expand the awareness of and ability of indigenous groups to use international human rights standards and mechanisms. The project particularly targeted skilled community leaders who could replicate the training courses. Ultimately the grantee sought to build the indigenous peoples’ ability to participate and organize themselves so that they could challenge discrimination and oppression. The training of trainers succeeded in empowering community leaders and increasing their knowledge of international instruments for the defense of their rights, of which they were previously unaware. Methodological and pedagogical support for disseminating human rights knowledge in indigenous communities was, however, not provided and there is no evidence of any analysis being made of the results and lessons learned during the training, which would contributed to the sustainability of the project and the future usefulness of the training documents.
