Lesson Learned: Youth Partnership for Improved Budgetary Governance in Lebanese Municipalities: Musharaka

While many of the young participants have gone on to create their own organizations to implement local initiatives, this may not be sustainable. Given the challenges for grassroots organizations to survive and the lack of local backing, it may be more effective to channel the energy and investment of youth into collective alternatives working with existing structures that are more likely to survive and have a longer lasting impact.

Project Description
The project was a follow-up to an earlier initiative that targeted 15 municipalities in the six Lebanese governorates. Under the UNDEF grant, the project was an extension of the initial programme, more focused on the areas of Western and Northern Bekaa to ensure a greater impact at the country level. The aim of the project was to empower youth, and tje wider community through them, to render municipal councils of Western and Northern Bekaa more transparent and accountable. The project was divided into two phases: in the first phase, five democratically elected Youth Shadow Councils (YSCs) received thematic and technical training on good governance, advocacy strategies, conducting needs assessments, access to public services, and budget analysis. In the second phase, the elected council was responsible for training another group of participants in order to disseminate the principles of transparency and accountability and motivate citizens to advocate for reforms and get involved in their community’s development process. The project mobilized and trained 200 young women and men aged 17-29 in the municipalities of Der El Ahmar, Baalbeck, Taalbaya, Saadnayel, and Sawireh. It had a relevant and well-defined strategy with concrete indicators that facilitated the monitoring of achievement levels.

Lesson Learned: Representation and political participation of five urban indigenous populations in Santa Cruz de la Sierra

Well-established indigenous organizations displayed some resistance to the founding of the grantee’s network, which was to serve as an umbrella group for all urban indigenous organizations.

Lesson Learned: Empowering Civil Society Groups to Promote Social Accountability

As a result of the limited scope of initial stakeholder consultations, the experience of existing CSO networks in Papua, Indonesia, was not taken into account.

Project Description
The overall goal of the project was to improve governance in Papua, Indonesia. Specifically, it focused on developing and implementing a practical strategy to build a forum for civil society organizations where civil society could develop skills in social accountability and promote accountability and transparency of the provincial and city governments. Given the deep suspicion of civil society on the part of government in Papua, the intention of the project was to establish the CSO Forum as a legitimate body in the eyes of both decision-makers and the public. Training was provided to all stakeholders – including government officials and a series of dialogue sessions was also organized. However, gaps in the initial baseline analysis and stakeholder consultations, along with a decision to implement the project without a local partner, reduced the project’s relevance to the Papuan context and the needs of beneficiaries. Eight visits to Papua over a two-year period by members of the Jakarta-based project team limited opportunities for contact between the visiting team and beneficiaries, and a lack of continuity across activities restricted what the project was able to accomplish.

Lesson Learned: JOINT Contribution to Strengthen and Expand Democracy in Mozambique

The project would have benefited significantly from a more rigorous design, including a more specific analysis of the conditions that need to be achieved to fulfill planned outcomes. Specific activities should have been built in, such as an advocacy and media strategy. Training sessions and workshops should have been repeated and followed up. The project would have been more effective if the grantee had ensured more ownership of the project design by partner NGOs.

The project aimed to increase the knowledge and capacities of local organizations and marginalized groups; enhance dialogue among civil society and marginalized groups, private sectors and the government; and ensure participation of marginalized groups in the democratic processes and achievement of advocacy for civil rights protection and promotion. The project was implemented in seven districts of Manica province, in central Mozambique. While the project correctly identified issues of political participation and NGO capacity building that were of genuine concern in Manica province, there were weaknesses in project design - the project did not directly address the structural and operational weaknesses of NGOs. And while the project’s expected outcomes were weaker than planned, the fact that the activities that were planned in a remote province, in locations that were sometimes difficult to to access because of weather conditions and occasional political violence, was in itself a significant achievement

Lesson Learned: JOINT Contribution to Strengthen and Expand Democracy in Mozambique

The main partner NGOs in Manica and the grantee designed the project collaboratively. The NGOs in Manica were concerned that their capacity would be stretched by the ambitious expected project outcomes. Their concerns were not reflected in the design, and the final proposal to UNDEF maintained the three-pronged approach of NGO capacity building, government dialogue and legal aid. The capacity building provided to NGOs was essentially on specific rights awareness and governance skills, but was not designed to address NGOs' structural/operational weaknesses.

Lesson Learned: Strengthening Democratic Participation Among Indigenous Peoples of Oaxaca, Mexico

The comparative diagnostic study on Federal and State legislation laid the foundations for holding forums for consultation and the promotion of Constitutional Reform, and for drafting an internal document for the grantee. The Constitutional Reform proposal had the backing of indigenous and Afro-Mexican groups, and hence, legitimacy – an unprecedented achievement in the State of Oaxaca. These organizations have specific demands and agendas that while different, are complementary in terms of their level and content. Recognizing the need to consolidate these processes, they wish to continue receiving legal assistance and training to improve their advocacy and forge closer ties other government and civil society stakeholders.

Project Description
The project sought to empower indigenous people from the State of Oaxaca, Mexico. Through jurisdictional resolutions or agreements, the project worked to reduce the number of conflicts between the indigenous legal system, on the one hand, and the state legal system, on the other, seeking to establish precedents for harmonizing the two systems. The project’s intervention was very timely and highly relevant, given the recent changes in the legal framework, especially the passage of subsidiary legislation and a new energy policy. It provided legal assistance and representation before jurisdictional, judicial, and administrative bodies in the State of Oaxaca. Politically, the project made it possible to include the indigenous peoples’ perspective and expectations in the Constitutional Reform proposal for Oaxaca. The project’s support for empowering indigenous women’s groups had a major impact on the lives of the beneficiaries as well as the development and improvement of institutional and democratic life in the State of Oaxaca.

Lesson Learned: Constructing Citizenship in San Luis de Potosí

The grantee’s decision to implement the project jointly with other partners, including two government agencies, was important to this as it led to the creation of certain consultative and lobbying mechanisms during the drafting of the legal framework with government officials.

The project also sought to encourage the active participation of youth and women in local democracy- and citizenship-building activities to improve their ability to influence policy and impact local governance. The project offered a framework for improving the exercise of citizenship and mobilizing key civil society stakeholders, who realized the role they could play in devising, implementing, monitoring, and evaluating public policies. The training and citizen networking initiatives to increase participation and influence in the public sphere, the preparation of thematic agendas, and the drafting of legislative proposals were important models for democratic practices in a society characterized by civic passivity in the last 10 years. The project beneficiaries as a group were willing to get more directly involved in public affairs and the project has provided them with the tools and publications they need.. However, better links between and organization of the CSOs needs to take place to improve their ability to act in the social and political sphere.

Lesson Learned: Constructing Citizenship in San Luis de Potosí

Before the project CSOs in the region worked in isolation. After the project many realized what can be accomplished if they work together—specifically, taking advantage of the opportunity offered by the CSO network. Several of the CSOs interviewed considered the mere fact of getting to know one other and learning “who does what” a very positive development. This has fostered solidarity among them, creating connections and enabling them to learn about each other and share services and skills.

Lesson Learned: Constructing Citizenship in San Luis de Potosí

The CSO network, which was an important mechanism for dialogue and information exchange between public officials and social stakeholders was established but its operative role as a privileged advocate with state entities and decision-makers needs strengthening. For example, individual youth groups that are highly motivated to engage in civic participation were not able to participate in high level meetings with members of States congress. The same holds true for women’s organizations, which, despite the many problems that affect women, have very little organizational presence in the state of San Luis Potosí. Mechanisms for dialogue between public officials and youth are still characterized by very vertical communication and to some extent, an adult-centered culture that is hard to eradicate.

Lesson Learned: Empowering Civil Society Inclusion on Democratic Policy-Making in Kosovo

The project led to successful collaborations between civil society organizations and the legal offices of the Office of the Prime Minister and Ministry of Local Government Administration. This improved the flow of information and quality of public consultations. There was an impressive range of participation from civil society and government, and they worked on a wide range of issues and regulations and legislation.

Project Description
The project sought to strengthen the capacities of civil society to play an active role in shaping public policy and drafting laws. Its intended outcome was for civil society to become an active, informed and key partner in public policy and law making, so as to be able to react instantly on key public policy areas. The grantee capitalized on the government’s willingness for a more engaged and constructive civil society in policy development as well as the need for civil society organizations to have more information.  There was a substantial level of interest and participation in the project from both sides. The project’s strategy was sound as it built on the work already done by both CSOs and government offices. The project increased both the demand for and supply of public consultations.
