Lesson Learned: Strengthening CSO Engagement with Defence Institutions to Reduce Corruption and Strengthen Accountability in Mali

Creating trust with the government was key in a political environment that has been predominantly closed and opaque. The grantee and implementing partner met with the competent authorities to introduce the project and its approach, and later shared results with officials and representatives of the authorities to create positive engagement and bolster trust.

Project Description
The project was implemented by Transparency International – Defense and Security (as Implementing Agency) and the Cercle de Réflexion et d’Information pour la Consolidation de la Démocratie au Mali (CRI-2002, as Implementing Partner), from April 2018 to December 2019. The project benefited from a UNDEF grant of USD 187,000 and sought to reduce the risk of corruption in the Malian defense and security sector. It included a mix of capacity-building, advocacy and research work in order to build civil society’s ability to advocate for accountability and transparency in the defense sector, and to open a space for them to do so. Strengthening links between civil society and defense institutions and the democratic bodies charged with oversight of defense was an integral part of the approach.

Lesson Learned: Empowering Female and Youth Domestic Workers in Uganda

Building allies in parliament and providing technical inputs whilst allowing them to drive the reform process, is a strategy that has worked well.

Project Description
The project aims to promote the recognition of domestic work as decent work and domestic workers (WDs) contribution to society. 3500 domestic workers reached will be positioned to take individual and collective actions to improve working conditions. Two Associations of existing 61 mutual support groups of the domestic workers will be established to build solidarity and support for each other, develop advocacy strategies and represent themselves with support from PLA in influencing change. This project will also further the participation of female and youth DWs in claiming their rights, accessing services including legal aid and inclusion in decision making in policy, local and national government processes.

Lesson Learned: The National Campaign towards Muslim Family Law Reform (MFL Campaign) in Malaysia

Linking the efforts done by the broader coalitions for free and fair election and domestic observers will add weight to the effort and allow for a much broader group of individuals to query candidates about their positions and to extract promises for support- or for reasons why they would not support legal reform. It will also increase the visibility of the key issues with the public which could help provide support and build momentum for a parallel advocacy effort for law reform.

Project Description
The project sought to increase public demand for law reform based on the principles of justice and equality. It did this by raising awareness among women on their rights within Islam and women’s access to justice. Its intended outcomes were: increased awareness of rights among women at the grassroots level; increased public discussions on religion; and increased engagement and dialogue among women’s groups and government stakeholders by 2015. The project attempted to effect change from the bottom up, but more activities would have been needed at the grassroots level for the desired outcomes. One-off workshops were not enough to create the type of momentum and broad based support needed to create a surge in public voice for law reform.

Lesson Learned: The National Campaign towards Muslim Family Law Reform (MFL Campaign) in Malaysia

The overall situation regarding women’s rights in Malaysia was largely unchanged by the project. However, if the project had not occurred, it is likely that the space to discuss Muslim women’s rights would have closed further as grantee activities kept these issues in the public arena. It also seems likely that this project provided a safe space for women to discuss their problems and to find strength in collective voice. The project also gave some of the women’s groups, pro-reform media and interested Members of Parliament (MPs) the language and justifications they could use to support Muslim Family Law reform when that issue arose.

Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

It was hoped that engagement with local authorities on the part of newly capacitated groups would lead to policy advocacy. This was overly ambitious, and assumed that political reforms in Myanmar would move sufficiently towards autonomy for local authorities. The advocacy engaged in during the project concerned very specific administrative and livelihood issues, such as calls for household registration and national identity documents, road building and land allocation.

Project Description
The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Judicial Reform: empowering magistrate-civil society collaboration for Guinea’s new democratic future

Reform of the judiciary was one of the key priorities announced by the President of the Republic of Guinea in 2010. Following the legislative elections of September 2013, which marked a turning point in the process of transitioning the country from the earlier dictatorship, the focus on judicial reform became more relevant. The project’s complex but well-articulated process used to identify the specific scope of action ensured that the project was aligned with government objectives regarding reform.

Project Description
The project aimed to contribute to the judiciary reform process in Guinea through establishing a new social contract on justice linking CSOs, magistrates and auxiliaries of justice. Strategically, the project was based on two outcome components, to support increased capacity for advocacy, monitoring and judicial oversight, and enhanced capacity for dialogue and collaboration between civil society and the judiciary on ways to improve the judicial system in order for it to become more responsive to the needs of civil society. This strategic approach appropriate for the limited scope of the project; its key points of strength were the acknowledgement that training was a first step before the setting up a platform for dialogue and the inclusion of a mini-grant scheme. The project was ambitious but realistic. However, the methodology did not include a mechanism to replicate project experiences beyond the target areas of Conakry and Kankan - the most important judicial districts in Guinea - once the project ended.

Lesson Learned: Empowering Civil Society Groups to Promote Social Accountability

A weakness in the project was the over-estimation by the Jakarta-based project team of the level of interest of Papuan decision-makers in reform. The project also failed to understand that middle-level officials in Indonesia could not make commitments on behalf of the government.

Project Description
The overall goal of the project was to improve governance in Papua, Indonesia. Specifically, it focused on developing and implementing a practical strategy to build a forum for civil society organizations where civil society could develop skills in social accountability and promote accountability and transparency of the provincial and city governments. Given the deep suspicion of civil society on the part of government in Papua, the intention of the project was to establish the CSO Forum as a legitimate body in the eyes of both decision-makers and the public. Training was provided to all stakeholders – including government officials and a series of dialogue sessions was also organized. However, gaps in the initial baseline analysis and stakeholder consultations, along with a decision to implement the project without a local partner, reduced the project’s relevance to the Papuan context and the needs of beneficiaries. Eight visits to Papua over a two-year period by members of the Jakarta-based project team limited opportunities for contact between the visiting team and beneficiaries, and a lack of continuity across activities restricted what the project was able to accomplish.

Lesson Learned: Addressing Ghana’s Governance Deficits through Constitutional Reform

The forming of the Civil Society Coalition in Ghana, which included around 40 major national organizations from a variety of backgrounds, demonstrated the grantee’s convening power. All project events and documents were presented under the auspices of the Coalition. This gave considerable weight and legitimacy to the proposals presented in the eyes of the public, the media and the Constitutional Review Commission itself.

Project Description
The project aimed to obtain measurable improvements in Ghana’s constitutional and governance mechanisms by providing technical input and advocacy platforms for civil society actors to research and build a constituency for constitutional and legal reform in key governance areas. The project related closely to the grantee’s mission, i.e. the promotion of democracy, good governance and the development of a liberal economic environment. The grantee’s intervention was relevant in its focus on efforts to take practical action to address priorities in democratic development, and in ensuring that the priority concerns of Ghanaian civil society, as well as the interests of ordinary citizens - through a national public opinion survey that the grantee organized - were heard. The strategy adopted by the project was judged to be appropriate and its reports to the Constitutional Review Commission and the proposals which they contained were seen as highly relevant to its deliberations.

Lesson Learned: Coalition against Poverty: Oil Revenue under Public Oversight

From a programme theory or design perspective, the project’s unrealistically high ambition was demonstrated in its expectation of behaviour change. The project aimed to change behaviour on three fronts: national and international extractive industry business interests; civil society; and local government. Some frustrations or disappointment could have been mitigated by reviewing the scope and scale of activities so that they were more appropriately matched to the problem analysis and by setting achievable goals and targets informed by better programme theory.

Project Description
The project aimed to improve understanding of transparency and accountability in the governance of the extractive sector in Kazakhstan. The project emphasised understanding of the extractive sector’s impact on poverty, environmental vulnerability, labour conditions and rights, income and access to services. Activities focused on multiple stakeholders operating in five regions of Kazakhstan, with the goal of developing more transparent, accountable, and effective institutions that would expand citizen participation and promote more sustainable development. The project targeted areas where extractive industries are important economic actors and where civil society needs increased capacity or support to more effectively engage in governance. Project activities tackled the gap in access to usable outside information through research, analysis, and outreach. Collaborative learning tactics supported increased local engagement.

Lesson Learned: Promoting Citizen’s Participation in the Constitutional Reform Process in Ghana

Constitutional review processes are frequently subject to unexpected changes in the government’s schedule of priorities or politically motivated delays. These are recurring challenges that many UNDEF-funded projects have faced. This project in Ghana took a very cautious approach and identified external risks and therefore formulated more modest expected outputs and results.

Project Description
The project facilitated the participation of marginalized and vulnerable groups of citizens in the constitutional reform process in Ghana. This process was initiated by the Ghanaian government when it established a Constitution Review Commission (CRC). The project aimed to consult the country’s marginalized populations on key constitutional issues and considered their recommendations in conjunction with the results of field surveys and thematic research papers. The project organized workshops with participants. On average 21 new relevant recommendations were made by each participant. This improved the quality of submissions - compared to the officially conducted CRC consultations – and prompted various Members of Parliament (MPs) to declare their support. Over 80% of the Constitution Review Commissions’ recommendations were informed by the project’s input, which demonstrates the impact the project had.
