Project: Strengthening women’s empowerment in municipal government
Evaluation Date: October 2011
Report: [report link]
Lesson Learned:

Consultation among implementing partners at project design stage and application of a less theoretical approach to project design might have mitigated the external risks threatening the delivery of the project.
It is vital to assess external risks and develop risk management plans for all projects at design stage. Depending on location, consider: the potential for natural disaster; political change, instability or hurdles; the capacity of partner organizations; and possible access restrictions on intended participants.

Lesson Learned:

The partnership was efficient and complementary. Each partner worked to its strengths and there was considerable capacity building among the partners. The intelligent allocation of roles and responsibilities between partners resulted in greater project efficiency by playing to the strengths of each partner.

Evaluation Date: October 2011

Lesson Learned:

The women in the project who worked in local government stated that the training had significant impact on them and that membership of the network helped them integrate what they had learned – and continued to learn – into their daily work.
At an individual level, women across the Pacific provided examples of follow-up training, briefings and actions they are taking regularly to promote understanding of the role of women in local government.

Lesson Learned:

The involvement of men is considered crucial if women’s empowerment is to lead to real change in workplace and social relationships and hierarchies. Men did participate in the project at a number of levels: as trainees and research respondents, and there was a targeted awareness-raising course for the predominantly male Special Administrators and Chief Executive Officers appointed to replace elected mayors.

Project: Democratizing governance for development: LDC civil society engagement
Evaluation Date: August 2012
Report: [report link]
Lesson Learned:

The relevance of the project is questionable, however, in relation to the capacity building and empowerment of constituent CSOs who participated in the project. Insufficient attention was paid to the capacity-building needs of the CSO partners.

Lesson Learned:

The evaluators believed that the grantee cannot simply continue advocacy actions but must put in place a strategy and work plan that reflect the needs of its members and that might include actions – like training and information processes – that donors would consider funding.

Lesson Learned:

The value of the grantee as a coordinating body is not in dispute, however its members do not pay fees and it has no way to raise funds other than through projects submitted to donors.

Lesson Learned:

Over-reliance on one person’s credibility and profile is a risk. Succession planning, especially in between major events – like the international conferences on Least Developed Countries –  should be a priority.

Lesson Learned:

The impact of the project activities on the LDC-IV outcome document is questionable. Few respondents considered that CSO efforts had translated into impact on the outcome of LDC-IV (the IP0A), which is essentially a political outcome decided by governments.

Lesson Learned:

The reality is that CSOs/NGOs have more influence on policy and practice at national level, and that their major contribution to international and UN processes most often comes when their advocacy has been effective on their national government whose delegation will then carry this into governmental debate and processes such as outcome documents.
