Lesson Learned: Using Access to Information to Foster Open Expenditure and Budget Transparency in Liberia


Newspaper coverage of a certain issue will have a wider reach than simply the number of copies printed. Stories about controversial or pertinent issues are often debated and discussed on community radio stations which have wider coverage.

Project Description
This project seeks to enhance the fight against corruption in Liberia, by fostering accountability and fiscal transparency in the public sector. It will also foster increased public advocacy in favour of anti-corruption actions and expenditure transparency. Public understanding and input in transparency and anti-corruption efforts will be buttressed by increased media coverage of these issues. Trained journalists in transparency and anti-corruption reporting, will investigate on development projects, and a team of anticorruption champions based in community radio stations, will be activated to advocate for redress, monitor and increased public awareness in the fight against corruption.

Lesson Learned: Addressing Ghana’s Governance Deficits through Constitutional Reform


The county/local level can be a more effective playing field on which to make improvements to government transparency and accountability. Not only are county/local level efforts more attainable than changes to national ones, but they often have more direct and bigger impacts on citizens lives on a day to day basis. This strategy can be made even more effective by making requests for these improvements in the run-up to election proccesses. These commitments can in turn be used to hold officials accountable when in office.

Project Description
The project aimed to obtain measurable improvements in Ghana’s constitutional and governance mechanisms by providing technical input and advocacy platforms for civil society actors to research and build a constituency for constitutional and legal reform in key governance areas. The project related closely to the grantee’s mission, i.e. the promotion of democracy, good governance and the development of a liberal economic environment. The grantee’s intervention was relevant in its focus on efforts to take practical action to address priorities in democratic development, and in ensuring that the priority concerns of Ghanaian civil society, as well as the interests of ordinary citizens - through a national public opinion survey that the grantee organized - were heard. The strategy adopted by the project was judged to be appropriate and its reports to the Constitutional Review Commission and the proposals which they contained were seen as highly relevant to its deliberations.

Community-based radio is a key tool for raising community level awareness and promoting citizen engagement in debates around issues of corruption due to high levels of local listenership. Organizations should take care to conduct community radio programs in local languages in order to ensure maximum engagement with the local community.

Lesson Learned: Towards a Rights-based Political Culture for the Political Participation of the Dominican Population of Haitian Origin

When the project tackles long-standing generational issues (as is the case in this project), the methodology used to guide the intervention plays a key role in project impact.

The use of a 'Theory of Change' (ToC) approach can help with looking beyond the logical framework to collectively construct a clear understanding of the transformations sought by the project.

The use of a ToC approach can help...:
1) Organizational awareness of the need to review and update the assumptions used in the initial project design
2) Simplify the nature of the context and determine whether the initially established conditions for change have been maintained
3) Redefine new strategies as needed

Project Description
The project aims at promoting recognition of the rights of Dominicans of Haitian descent and those at risk of deportation in three municipal districts. The project will achieve: increased access to identity and migration documents, increased debate and knowledge on the rights of Dominicans of Haitian descent and immigrants, and strengthened capacity and advocacy efforts leveraged by diverse actors to promote for the right to nationality, immigration regularization, and due process in case of deportation.

Lesson Learned: Bytes Without Borders in Morocco

The capacity-building process is a marathon, not a sprint. It must involve regular coaching of trainees and performance monitoring in order to ensure sustainability. In order for capacity-building activities to achieve their intended results, one must ensure the activities are inclusive to all, including the vulnerable and illiterate. The use of audio-visual approaches in social media has proved to reach a larger number of people than the 'class-format' approach.

The project will strengthen Moroccan CSOs' skills and aid journalists, lawyers and social movements on gender issues pertinent to digital rights with the support of 45 awareness campaigns on the freedom of speech and the right to information.

Awareness of existing power dynamics with communities is important for effective implementation. When organizing community-based activities in which elected representatives and officials are present, one must be aware of existing power imbalances and mitigate these imbalances by facilitating activities in a way that doesn't reinforce existing power structures.

Project outcomes should be captured on a continuous basis, rather than only at the end of the project. It is vital to capture the difference made by a project intervention at different stages of the project (immediately after the event and at further times). Otherwise, it is impossible to distinguish between the effects of different project interventions.

In all projects that involve challenging established power structures, staff members that are most visible in project implementation ('frontline staff') face a high risk of personal reprisals. It is essential for grantees to be aware of these risks and take the appropriate measures necessary to protect frontline staff, for example ensuring the backing of a larger organization or having senior management playing a frontline role in project implementation as well.

Civil society organizations have the unique ability to act as a 'bridge' between service providers and users, building the capacity of marginalized groups that do not have the capacity to take advantage of the services available to them as well as helping service providers reach beneficiaries.
