Lesson Learned:

The involvement of the grantee and its partners in initiatives with specific local government units in Turkey stimulated interest on the part of mayors and senior local officials in the ideas promoted by the project, as well as with the leadership of the Urban Councils and Women’s Assemblies. This increased interest contributed to the project’s effectiveness through strengthening links between the municipal executive and the Urban Councils, and, in some cases, closer consultation on budgetary matters.

Lesson Learned:

The decision to add a gender equality component to the project by providing special training to Women’s Assemblies reflected the recognition of a significant capacity gap in local civil society in Turkey. Working through the Urban Councils and Women’s Assemblies, the project lobbied municipal authorities to establish municipal Equality Commissions as sub-committees of elected municipal councils.. All five pilot municipalities have now either set up, or are planning to set up, Equality Commissions.

Lesson Learned:

The project developed and used a Gender and Governance Performance Scorecard to monitor governance and service delivery. It also used mobile phones to communicate instances of corruption and violence against women. Community members marked the scorecards and sent text messages to the authorities drawing attention to corrupt practices as well as violence against women. The grantee aggregated the data and the findings were discussed with local officials in quarterly Gender Reform Committee district meetings. However, resolving these issues required more than sharing the information with officials, and without follow up most of the problems remained unresolved.

Lesson Learned:

The grantee worked with existing government policies and structures to promote gender equity, which grounded its activities within local governance and service delivery systems. For example, its work to promote registrations for birth and the Computerized National Identity Card addressed the basic preconditions for civil and political rights – the ability to be recognized by the State as a citizen. The participants who subsequently registered then became eligible for public services as well as gained the right to vote.

Lesson Learned:

As the project worked to change the structure of consultations rather than working on a specific law or case, it should have a wide impact. The institutionalization of government reforms made consultations less dependent on the individual good will of a public official. Further consolidation of these reforms was expected with the anticipated adoption of the Governmental Strategy for Cooperation with Civil Society. Much of that strategy is reportedly based on the contents of the manual that the project helped develop.

Lesson Learned:

The approach of addressing demand and supply for CSO input was efficient as well as effective as it built government support for and use of CSO input at the same time as working to ensure that the CSOs would be able to respond constructively to those openings. The choice of governmental partners was also effective, as these offices were directly responsible for setting the standards for consultations and ensuring compliance with them in all government and municipal drafting in Kosovo.
