Lesson Learned:

In addition to UNDEF’s already existing procedures and practices, grantees should be encouraged to build deeper synergies between project components for coherence, and trust among participants and stakeholders through the application of specific, measurable, achievable, relevant and time-bound (SMART) criteria for their and partners’ activities. This is especially critical for projects in which grantees provide capacity development opportunities and sub-grants to local partners around project cycle management. This can alleviate risks related to potential delays in proposed timeframes, without compromising the overall timeline of the project and its objective.

Lesson Learned:

Awareness raising activities should be strategic as well as tactical, for increased long-term effect. Activities should maximize the number of people reached, and the message should be focused and applied locally. Also include accurate indicators and means of verification in order to assess if there were any changes or impact, positive or negative, foreseen and unforeseen, on democratization.

Lesson Learned:

The grantee collected rich and interesting data but was let down by not analyzing this data sufficiently to provide evidence of progress. Moreover, the overall M&E system needed more coherence, so that projects are able to measure the same indicators at the beginning and the end to show progress. This could have been done in various ways, for instance, by using the same framework for baseline and endline data collection, or by pre and post training questionnaires.

Project: Narrowing the Gender Gap in Flood Affected Areas of Pakistan

Lesson Learned:

Targets were ambitious in some cases and not fully met. The attribution of results based on some of the indicators chosen was also difficult given the number of other factors that affected the outcomes. For example, impact data provided by the grantee showed a nine percent increase in the number of women in the project areas who registered for the Computerized National Identity Card during the project period. However attribution for this is difficult given the widespread voter education efforts that were done in Pakistan in the lead up to the 2013 elections.

Project: Strengthening Participation of Women in Geographically Deprived Communities in Local Governance in Ghana

Lesson Learned:

A lack of qualitative monitoring tools and practices prevented a deeper assessment of the impact of the project. Project indicators should have been designed that were appropriately matched to the available tools for data collection and analysis, such as perception surveys, media monitoring and regular field inspections. These tools should have been budgeted for in the project and rigorously implemented.

Project: Strengthening Local NGOs in Areas Where Extractive Industries Operate

Lesson Learned:

The diagnostic review and needs assessment did not capture the information needed for project implementation. There was no contextual information on corporate social responsibility budget allocation per district, the degree of integration in local development planning, the nature of civil society engagement with stakeholders, budget allocations to NGOs, or data to assess what specific CSR practices had achieved thus far and what was needed in terms of local NGO capacity-building to improve these organizations’ credibility with stakeholders.

Project: Together against violence and discrimination of women

Lesson Learned:

The project appeared to be effective, but only because the target indicators were quantitative and not qualitative. For example, the project achieved the indicator of training and installing 20 local vigilance groups in the 20 target sites, however evaluators found that the functioning of these groups was not likely to contribute to the project’s objectives.

Lesson Learned:

The project design and logical framework were weak and too ambitious. Lack of baseline studies and mapping of women participation in politics was another handicap, as well as the inappropriate indicators for selecting the trainers.

Project: Participatory Rights of Physically Disabled Persons in Georgia

Lesson Learned:

Weaknesses in the design of indicators limited the grantee’s analysis of impact on the rights of disabled persons in Georgia, as they mostly reflected on developments external to the project’s activities. Clearer indicators could have made linked activities more closely with what they were designed to achieve.

Project: Empowerment of Women in India through Innovative Vocational Education and Training

Lesson Learned:

The grantee in India expanded the definition of existing target indicators for women’s participation by adding a variety of measurement options, which made the reporting of project outcomes less pertinent, as it lacked clear responses to the project document’s initial results framework.
