Lesson Learned:

Ensuring that an election focused project starts significantly before polling day can make it easier to implement (as there will be less pressure on the time of key election stakeholders) and can allow for pre-election elements, such as primaries and campaigns, to be targeted.

Lesson Learned:

In addition to UNDEF’s already existing procedures and practices, grantees should be encouraged to build deeper synergies between project components for coherence, and trust among participants and stakeholders through the application of specific, measurable, achievable, relevant and time-bound (SMART) criteria for their and partners’ activities. This is especially critical for projects in which grantees provide capacity development opportunities and sub-grants to local partners around project cycle management. This can alleviate risks related to potential delays in proposed timeframes, without compromising the overall timeline of the project and its objective.

Project: Strengthening Municipal Capacity for Access to Public Information in El Salvador

Lesson Learned:

A major part of the project’s success rested on its timing: El Salvador had recently adopted the Law on the Access to Public Information which required a greater degree of openness from public institutions at all levels. However, the law’s quick entry into force required institutional, human and financial capacities which local governments, citizens and the Institute for Access to Public Information did not have. The project was therefore responding to a genuine and timely need and helped raise awareness of the issue of access to public information at the local level. Thus, by designing the intervention around the political context, the project was relevant for both the government and local communities.

Lesson Learned:

Most activities started late- after the first electoral or second electoral round. Investigative reports were not broadcast until months after they were written, and few participants appeared to have heard them broadcast or read them as articles published in the two magazines in Afghanistan.
