Lesson Learned:

The fact that most of the activities were implemented in a centralized fashion in the capital of Madagascar rather than in the target regions meant that information did not cascade beyond the direct beneficiaries. While 78 per cent of voters live in rural areas, there were no real efforts to relay information to communities in order to bring about a change in attitude.

Lesson Learned:

Project follow-up should have included applied research. The goal of such research would be to analyse critically and comparatively the various experiences and advances encountered by the project. This exercise should identify, in the context of a fragile democracy, the modalities and the possible alternatives for optimising women’s empowerment and guaranteeing as much as possible the application of the legal framework, as well as following up and carrying out the recommended support or judicial measures.

Lesson Learned:

The long-term impact of the project is not clear since the activities have not been deployed across the country. The project design could have included plans to replicate the project experiences in beyond the target areas of Conakry and Kankan.

Project: Citizen Journalists for Free and Fair Elections in Georgia

Lesson Learned:

The effort was primarily focused on exposing problems in the 2012 Georgia parliamentary elections but any impact beyond this was unlikely. In part, this was intentional as the grantee did not want to further inflame the politicized context by widely disseminating materials that showed violations primarily by one side. But it was also a result of the one-off nature and limited reach of the activities. Enlarging the concept beyond reporting of just violations and embedding the project within the broader electoral process and its democratic meaning could have made this a wider, lasting citizen journalism effort.

Project: Citizen Journalists for Free and Fair Elections in Georgia

Lesson Learned:

The system of using the grantee’s institutional website as a place where concerned persons could have their reports posted was sustainable as long as the grantee in Georgia is in a position to continue to maintain its website. At the time of evaluation, the reports were still posted there and available to read. Having gained the experience of operating this type of a project, the grantee has extended also extended to other projects related to civic education.

Lesson Learned:

Neither the civil society organizations at local level, nor the monitoring committees had the necessary autonomy to pursue further citizen oversight activities or provide minimum stability to their members. It is unclear that activities will continue after project completion.

Côte d'Ivoire sustainability

Project: Promoting democratic dialogue and social cohesion in the Western region of Côte d'Ivoire

Lesson Learned:

The project’s impact was most visible among the beneficiaries of the micro projects. For example, the association of women selling fresh products on the market in Bloléquin was able to create common interest among women from different backgrounds – locally born, as well as older migrants and recently resettled women. This association, created by the project, was able to lobby local authorities on behalf the market women on matters such as the allocation of market stalls and to improve the storage of fresh produce.

Lesson Learned:

The micro-projects are sustainable to the extent they were specifically designed to last beyond the project period and to be self-financing. New skills were acquired by communities, and by the grantee itself, will also contribute to the sustainability of the project’s results.

Project: Training citizens on law and on institutional dialogue in the Democratic Republic of Congo

Lesson Learned:

The project was relevant and well implemented, but follow-up was needed to consolidate the results in the Democratic Republic of Congo. Discontinuing some activities, such as supporting NGOs in the target suburbs and reducing engagement with the police and judiciary, would send a negative message about institutional dialogue.

Project: Enhancing the Capacity for Inclusive Local Governance through Synergies and Sustainable Linkages between Communities and Government in North Afghanistan

Lesson Learned:

The provincial/district forums in Afghanistan at the close of the project did not build effectively on the training, and, in any case, most trainees did not take part. The weakness of many training projects is the failure to reinforce through practice what is learned in courses and workshops, thus increasing the likelihood that what has been learned will be retained and applied.
