Lesson Learned: Supporting local democratic governance in the mining regions of northern Upper Guinea

The capacity-building component created social capital in the region and engaged participants and beneficiaries in absorbing and integrating sustainable local governance practices. Facilitators confirmed their continued involvement in the community affairs and their continued participation in Reflection Circles, which have become transparent spaces for civic debate, focused on the promotion of local governance tools such as the Local Development Plans, the annual investment plan and the municipal budgets.

Project Description
The project’s overall objective was to strengthen local democratic governance in mining regions in northern Upper Guinea in order to promote socio-economic development. Specifically the project aimed to enhance civic participation and transparency in public administration in the three urban municipalities of Dabola, inguiraye and Kouroussa. The grantee set out to create transparent spaces for civic participation and consultation; as well to strengthen drafting skills and to promote local governance such as Local Development Plans, an Annual Investment Plan and municipal budgets. The activities aimed to empower the most vulnerable groups, women and young people. The project was relevant since it addressed the main problems facing public administrations - a lack of knowledge and skills within local government and the reluctance of citizens to get involved and to participate in managing public affairs.

Lesson Learned: Developing alternative models of natural resource governance based on indigenous community participation in Aceh

Activities were focused on rewriting existing Mukim bylaws instead of using existing laws to build context-based alternative models.

Project Description
The project’s objective was to strengthen the capacities of selected local Mukim communities in the Aceh province of Indonesia. A Mukim is a subdivision of a subdistrict and comprise of a number of villages. The aim of the project was to develop, advocate for and implement an alternative model of natural resource governance that promotes the participation and protects the rights of local communities, fosters environmental sustainability, and advances the interests of vulnerable and marginalized populations. The grantee’s approach was inspired by alternative governance models previously implemented by other local Mukim communities. At the time of project implementation, the legal framework which recognizes the Mukims’s authority and asserts its rights to manage its natural resources under Aceh's Special Autonomy status was not yet enforced. As Mukims represent indigenous communities in Aceh, the intended strategy was suited to the need of enhancing the credibility of Mukims. The existing Mukim associations had not previouslyt been in district policy making since they lacked visions, skills, orientations and strategies to build equal relations with public and governmental authorities.

Lesson Learned: Strengthening Democratic Processes for Bangsamoro Government in Lanao Lake Watershed Reservation in the Philippines

The capacity building programme successfully increased the’ levels of environmental awareness and stewardship, as evidenced by a municipality being awarded as the cleanest in Lanao del Sur, and the creation of a dynamic and vibrant environmental youth organization.

Project Description
The goal of the project was the objective was to build a strong coalition to ensure the efficient management, conservation and protection of the Lake Lanao Watershed Reservation – through democratic processes involving community integration and the introduction of partnerships, pre-consultation, capacity building, the promotion of micro-projects, and monitoring of policy implementation. The design of the project’s training methodology was appropriate to introduce the basic concept of ecology, best management practices, and to raise awareness of applicable environmental laws, rules and regulations. The project contributed to the joint elaboration and adoption of environmental action plans, as well as supporting policies and ordinances on watershed, fisheries and solid waste management. Print and radio media outputs also facilitated the wider public’s key role in the protection of the environment and to empower individual citizens to participate in the enforcement of environmental laws. The grantee managed to work with the full range of different political, religious and social leaders in the Lanao Lake Watershed Reservation. This was reported by the beneficiaries as an unparalleled achievement.

Lesson Learned: Expanding and Fortifying Local Democracy through the People’s Council in the Philippines

The training activities attempted to cover complex topics in very brief training sessions. This limited the prospects for building the practical knowledge of trainees in local governance and public participation issues.

Project Description
The project had the overall development goal of facilitating the recognition and replication of the Peoples Council in the country as a democratization mechanism in local governance. The immediate project objective was to establish, expand and institutionalize the Peoples Council in 21 barangays in the city and six municipalities in the Metro Naga area. In Naga City, the People’s Council proved itself as an effective mechanism for public participation, particularly for representatives of poor and other vulnerable groups. The project’s initiative to replicate the success of the Naga City People’s council was a relevant contribution to the broader aim of enhancing local democracy in the Philippines. The project had mixed success in achieving its targets and encountered some major disappointments in reaching the goal of institutionalizing the People’s Council in the 27 target local government areas. However, the People’s Councils were officially recognized in the case of four of the six municipal people’s councils, but only in five of the 21 barangay people’s councils. Despite this, grantee cannot be faulted on its effort to achieve the project goals, and, given the scope of what the project sought to achieve, a great deal was accomplished.

Lesson Learned: Towards Collaborative and Transparent Local Development Planning

The project avoided the political dimension of decentralization, although its consideration would have been important to ensure relevance over time. While the project helped local areas to move towards a decentralized governance system, steps remain to be taken to institute genuine decentralization - particularly the election of local officials and adequate transfer of resources. Therefore the inclusion of an advocacy component would have greatly strengthened the programme.

Project Description
The project aimed to strengthen the ongoing decentralization process by involving the local population in local development planning. Activities included setting up and training members of cantonal / communal development committees and prefectural development committees in charge of identifying and prioritizing local development needs in order to enhance democratic governance. Support to the annual local development planning process included the implementation of 15 micro-projects which were part of the agreed local development plans, as well as awareness-raising campaigns on decentralization, local development and the roles of local civil servants and citizens. The project strategy was coherent and designed to complement the grantee’s ongoing local governance support programme. The project was implemented by an international and a local partner NGO. The lack of a specific agreement between the grantee and its local partne, however, contributed to a lack of attention to the project specific elements within the wider development programme.

Lesson Learned: Youth Partnership for Improved Budgetary Governance in Lebanese Municipalities: Musharaka

Since the project was designed to strengthen democratic processes, the workshops for the beneficiary groups should have provided more detailed information on rights. The project’s main priority was a needs-centered approach. What was absent was the perspective that access to public information, the monitoring of transparency in public administration, and good governance are the inherent rights of citizen that do not depend on the good will and acceptance of local authorities.

Project Description
The project was a follow-up to an earlier initiative that targeted 15 municipalities in the six Lebanese governorates. Under the UNDEF grant, the project was an extension of the initial programme, more focused on the areas of Western and Northern Bekaa to ensure a greater impact at the country level. The aim of the project was to empower youth, and tje wider community through them, to render municipal councils of Western and Northern Bekaa more transparent and accountable. The project was divided into two phases: in the first phase, five democratically elected Youth Shadow Councils (YSCs) received thematic and technical training on good governance, advocacy strategies, conducting needs assessments, access to public services, and budget analysis. In the second phase, the elected council was responsible for training another group of participants in order to disseminate the principles of transparency and accountability and motivate citizens to advocate for reforms and get involved in their community’s development process. The project mobilized and trained 200 young women and men aged 17-29 in the municipalities of Der El Ahmar, Baalbeck, Taalbaya, Saadnayel, and Sawireh. It had a relevant and well-defined strategy with concrete indicators that facilitated the monitoring of achievement levels.

Lesson Learned: Strengthening Democratic Participation Among Indigenous Peoples of Oaxaca, Mexico

Another activity that did not materialize out was participation in international events. Although the grantee considered it important to get to know and share experiences with other stakeholders committed to promoting indigenous rights, it received no invitation to participate in international events and thus made no effort to attend any – probably due to the turnover in its Board of Directors and the team’s excessive workload during the project execution period.

Project Description
The project sought to empower indigenous people from the State of Oaxaca, Mexico. Through jurisdictional resolutions or agreements, the project worked to reduce the number of conflicts between the indigenous legal system, on the one hand, and the state legal system, on the other, seeking to establish precedents for harmonizing the two systems. The project’s intervention was very timely and highly relevant, given the recent changes in the legal framework, especially the passage of subsidiary legislation and a new energy policy. It provided legal assistance and representation before jurisdictional, judicial, and administrative bodies in the State of Oaxaca. Politically, the project made it possible to include the indigenous peoples’ perspective and expectations in the Constitutional Reform proposal for Oaxaca. The project’s support for empowering indigenous women’s groups had a major impact on the lives of the beneficiaries as well as the development and improvement of institutional and democratic life in the State of Oaxaca.

Lesson Learned: Civil Society Engagement for Democracy and Good Governance

Despite the socio-political and post-election crises in Côte d’Ivoire the grantee managed to inspire democratic behaviour. The project effectively put in place five Committees monitoring democracy and good governance in order to improve citizens understanding of how the local town hall works and what rights citizens have that allow them to participate actively in governance to improve their living conditions.

Project Description
The main focus of the project in Côte d’Ivoire was to put in place five departmental committees and one national committee for the monitoring of democracy and good governance. By strengthening the capacity of the members of these committees, the project promoted voluntary involvement in the management of communes and the exercise of civic control. By relying on the country’s policy of decentralization, the project helped local populations develop an interest in governing local affairs through learning about their roles as citizens. This was done through cooperation and engaging in dialogue with locally elected leaders. With this project the grantee integrated strategic priorities of the national decentralization policy into local governance. It also managed to take into account the context of the Ivorian crisis, which was characterized by a weakness of democracy and poor governance. It was therefore a kind of post-crisis pilot project on raising awareness and approaches to training in democratic education and good governance. The project could have applied a more nuanced approach in relation to the different groups that were part of the target population, particularly women and young people and provided more local support.
