Lesson Learned:

To promote the actual application of human rights in Honduras, a debate should be organised to improve links between the actions achieved for and with women -their community-based organisations and networks – and the actions intended to strengthen the institutional mechanisms that guarantee their rights. The aim would be to get local authorities to sustainably integrate a pro-woman agenda both in terms of political representation and municipal budgeting. Democratic participation is fragile and currently depends on the willingness of the authority in power. But this willingness could be replaced by a framework of legitimate and lasting good governance.

Lesson Learned:

By effectively involving local education authority representatives during the open forums and during the youth summer camp, the grantee was able to use representatives as advocates. Through the advocacy of local education authority representatives the project was able to reach more effectively the communities who were affected by the non-accessibility of education to Roma children and children with special needs

Lesson Learned:

Although the line authority for higher education in Kazakhstan did not veto the objectives nor the timeline for activities during the project’s initial consultations, whether human rights training will become a mandatory discipline for Kazakhstan’s police academies was still vague at the time of the evaluation. The grantee should have maintained an ongoing communication and coordination with the Ministry of Education to secure its approval.

Lesson Learned:

The production of broadcasts in Togo involved a partnership with Radio Lomé, which was effective at getting messages across. The media regulation authority, the Truth and Reconciliation Commission and the Electoral Commission were involved as resource persons for training activities and content. It is recommended that the grantee continues to develop and formalize these partnerships.

Lesson Learned:

The trainers hired to work with journalists were sometimes more skilled and better educated than their editors, but lacked the seniority that would have allowed them to speak with more authority to media managers and owners. This ultimately led some trainers to switch media outlets, though it did not hamper the implementation of the project as a whole because the key relationships, built and nurtured by the project, were between trainers and individual journalists, not trainers and media outlets.
