Project: Strengthening Somali Media Capacity for Democracy and Human Rights

Lesson Learned:

The failure to adequately engage editors and publishers/owners undermined the project’s objectives, because the value of work on human rights, good governance and freedom of expression was not specifically conveyed to this important set of stakeholders (eg, many journalists fail to publish stories on human rights and good governance because editors and owners refuse them.

Lesson Learned:

The project strategy was two-pronged: on the one hand it enhanced the skills of journalists in researching and producing human rights stories – the “supply side” – and on the other hand, work was done with civil society organizations, journalism students and the broader public to raise awareness about the role that media can play in the promotion and protection of human rights – the “demand side”.

Lesson Learned:

The project design lacked clarity of purpose and prioritization: it was not clear whether the grantee’s intention was to improve gender sensitivity in reporting, to give a bigger role to women in the media, or to encourage alternative, more gender-sensitive channels of information.

Lesson Learned:

The CSOs were fully involved in a series of TV and radio debates both as panelists and audiences. These were a good way to give the CSOs an opportunity to speak out, to engage local journalists in the issues, and to broaden the discourse on women’s empowerment. TV and particularly radio are the most common forms of information dissemination in a region where literacy rates are low.

Lesson Learned:

A related design flaw was that insufficient attention was devoted to awareness raising and advocacy activities, which should have underpinned the achievement of the objective concerning greater representation of socially disadvantaged people. Any new project that aims at reinforcing the democratic representation of poor and marginalized people in the street paper context should include an explicit public awareness and advocacy strategy. This strategy should address specific target audiences, such as municipal government and elected officials.

Lesson Learned:

The project was remarkably effective. A wide range of activities were implemented as foreseen in the original proposal, and sometimes beyond what was planned. There was significant work done towards enhancing coordination among street papers in the production and sharing of content, through the editorial coordination work undertaken by the editor of the Zambian paper.

Lesson Learned:

The media training was well received by the participants. Journalists are often limited by the views of their editors, producers and other “gatekeepers”. Bringing together media gatekeepers (editors, sub-editors, executive producers and others in decision-making roles in the media) would further reinforce the mobilization of journalists in the project and increase the likelihood of their developing gender-sensitive coverage and women’s stories. This should not be promoted as training but might perhaps take the form of a modest ”retreat” at which information can be shared and trust built.

Lesson Learned:

The capability of the CSOs to dialogue and to make themselves heard by political and legislative decision-makers remained limited, in particular at parliament level. Advocacy and lobbying activities among members of parliament supported by audio-visual tools, infographic sheets and properly written and formatted press releases could ensure better visibility and awareness.

Lesson Learned:

A good part of environmental news coverage still comprises of news items “cleared” by the government of Vietnam. Plans for continued media training could include a more substantial training effort for chief editors to promote the inclusion of civil society voices in debates about environmental issues.

Project: Deepening Democratization Processes Through Youth Leadership in Myanmar

Lesson Learned:

The original project design foresaw training of journalists and the placement of a number of articles in the media, but this was not done. The political realities of Myanmar, at a time of heightened political sensitivity around election, made working with the media – especially within a project clearly labelled “deepening democratization processes” – impossible. This should have been anticipated when the project was designed.
