Lesson Learned:

The project wide Facilitation Group played an important role. It focused on strengthening governance, institutionalizing and structuring the Forum. Focusing on governance allowed for the drafting of statutes, rules of procedure and a charter of values, all of which can contribute to longer term sustainability.

Lesson Learned:

A partnership contract was drawn up by the project with each partner specifying its function, its responsibility and the management methods and the timetable for carrying out the activities. In addition to ensuring the administrative and financial management of the project, the grantee ensured that each partner has relevant monitoring tools.

Lesson Learned:

Participants in the project expressed strong satisfaction with the skills and confidence they had gained: “We have become more credible actors with enhanced political impact. Although it is too early to appreciate the direct effects, we are confident that we will see them soon.”

Lesson Learned:

In order to assess the progress of the elected women beyond the project the grantee should strengthen its data collection. This will also help maintain their strategic focus. Remaining – and new – needs among the elected women should be assessed before embarking on new training activity supporting the women’s federations.

Lesson Learned:

The collection of baseline data from the elected women before they participated in the project’s capacity building activities progressed very slowly as implementing partners were unfamiliar with the methodology of the baseline survey. A second survey to determine the project’s outcome was not carried out before the end of the project.

Lesson Learned:

The training methods used by the grantee were appreciated by the participants. Trainees enjoyed gathering for several days in residential workshops, away from their home. They described with enthusiasm how the training generated environments that were free of discriminatory patterns and full of opportunities for learning, sharing and exchange.

Lesson Learned:

The project created federations among the women representatives. While this was not funded by the UNDEF project, these networks will contribute to the project’s sustainability. The women involved repeatedly mentioned to evaluators their expectations from the federations, saying that their work could benefit from exchange and cooperation among elected women representatives, in order to identify solutions to similar issues occurring across their village councils.

Lesson Learned:

The grantee required its project teams to adhere to a single project plan while implementing the project in different local circumstances. For example, the scheduled elections which took place in the state of Haryana, India were not addressed in the project plan.

Lesson Learned:

The grantee phased out its operations in one of the two supported districts without a clear exit strategy. The grantee abandoned its presence in Nainital district shortly after the establishment of the federation, withdrawing leading key personnel and equipment. This jeopardized the project’s sustainability.

Lesson Learned:

Local staff were unfamiliar with the baseline survey methodology, since the analysis of collected baseline data failed to make a gender distinction despite the project’s focus on elected women village council members. A second survey to determine the project’s outcome has not been carried out. The assessment of the project’s impact would have been more reliable had an end-of-project survey been implemented.
