Lesson Learned:

The grantee in Georgia did undertake a good internal monitoring effort to track progress of project indicators, but these indicators primarily tracked outputs. This project might have had more significant but these were invisible to the evaluators. Most of the information on higher level outcomes was anecdotal and without more data, it was not possible to evaluate to which extent results were achieved.

Lesson Learned:

There was no reference system to measure or determine at the end of the project the level of understanding or observe the changes that may have occurred as a result of the project. The effectiveness of the awareness-raising work carried out through village meetings and radio programmes remains unclear. Similarly, it is difficult to assess whether the training courses, which provided a brief overview of governance issues, achieved real change.

Lesson Learned:

Local staff were unfamiliar with the baseline survey methodology, since the analysis of collected baseline data failed to make a gender distinction despite the project’s focus on elected women village council members. A second survey to determine the project’s outcome has not been carried out. The assessment of the project’s impact would have been more reliable had an end-of-project survey been implemented.

Lesson Learned:

The project strategy was designed to operate progressively in stages, beginning with a database that tracked progress with measurable indicators. The activities designed and developed by the stakeholders were modified with the findings of rapid assessment reports. All stages were discussed by the target audience. This approach helped identify related grassroots capacity-building needs, develop suitable awareness and training materials, and forge ties between marginalized women and local authorities.

Lesson Learned:

The extent of the project’s outcome is unknown. The grantee did not do a before/after baseline that could have measured its results, nor did it track its trainees afterwards to see if they replicated the training and if so, who they reached. Most of the project work was completed well before the elections, and a lot of work was done subsequently, so attributing results in terms of voter education, domestic observation and actions of the targeted officials is difficult.
