Lesson Learned:

The grantee was caught out by the rapidity of social and technological change which made internet cafes redundant as a site for social communication, based on computer-based email and file or photo exchange, among young migrant workers. The project vision was of young migrant workers sitting in neighbourhood cafes, taking part in substantive discussions through micro-blogs and chat groups, and taking part in E-learning courses, uploaded to the project web-site. Internet cafes were going out of business because of dwindling numbers of customers.

Lesson Learned:

In view of the time and the human resources which were allocated to this project, it would have been important for the grantee to adjust the number of planned activities and to focus on a coherent, qualitative process, within which the activities would have complemented one another. Similarly the activities should have been implemented in such a way to establish a clearer relationship between national and local level.

Lesson Learned:

The project budget was not consistent with the project’s intended outcomes. To achieve those higher level results, much more focus needed to be given to the civil society elements of the project design and to the content of the media products. The budget had a heavy emphasis on the development of media products. Only 10 percent was allocated for the more programmatic elements of building a civil society in Afghanistan – journalist network, mentoring, training and workshops.

Lesson Learned:

The grantee also felt the electoral stalemate in Afghanistan after the second round interrupted the project. The people were very despondent and this gave the grantee a limited audience. At this point they were unsure how to proceed. Their products from this time reflected this mood. However, these types of political crises are the time to engage even more vigorously in the type of activities foreseen by the project, to focus citizen and candidate attention on the benefits in remaining with the democratic process, in letting the audit system work out its findings and in helping to reinforce the credibility of the ultimate resolution. This is much more efficient- and effective- in terms of project outcomes than waiting for a crisis to resolve.

Lesson Learned:

Most activities started late- after the first electoral or second electoral round. Investigative reports were not broadcast until months after they were written, and few participants appeared to have heard them broadcast or read them as articles published in the two magazines in Afghanistan.

Lesson Learned:

Both trainers and trainees considered that the training could have had a more practical application for example, if the women participants could have had placements in political offices. Had the project been longer this kind of practical experience would have been possible.

Lesson Learned:

There were considerable delays in implementation which necessitated a project extension of eight months and a relocation of three of the four seminars to Tizi-Ouzou. Some of these delays were unavoidable however it cannot be argued that the fasting months of Ramadan in 2011 and 2012 were an acceptable excuse for inactivity. These should have been taken into account in the planning and time-tabling of events from the beginning.

Lesson Learned:

The grantee persisted with the organization of training and seminars even when it became obvious, early in the project, that a shift in the exchange rate in Algeria would leave the project short of funds. The grantee became aware early in the project that a shift in the exchange rate would leave the project under-resourced but did nothing to review the workplan.

Lesson Learned:

National public TV (TVSH) and other TV stations in Albania with nationwide coverage would not broadcast its programmes because of the nature of their content. To compensate, the grantee productions were uploaded onto YouTube and the grantee helped to create a project website to serve as a repository for its programmes, which was originally not anticipated in the project.

Lesson Learned:

The fact that budgeting is usually based on annual cycles always comes to play when new service needs are discovered. Village Budget Clubs in at least 3 of the 4 target districts as a result of their local service monitoring activity had launched initiatives to fund identified service needs privately, should they face limited availability or flexibility of public financing.
