Lesson Learned:

Projects related to a peace process, or other sensitive volatile context-related projects, may require “thinking the unthinkable”. Be innovative but include relevant mitigation measures in planning from the earliest stage. To ensure innovative and creative thinking processes to identify risks, to challenge received wisdom, and apply flexibility to problem-solving.

Lesson Learned:

Communication and information are key tools in implementing peace agreements. The project demonstrated that civil society, through the media, can play an important role.

Project: Democratic dialogue in Palestine: Acculturation towards tolerance

Lesson Learned:

It was clear that the political situation in the Palestinian Territories and in particular the imposition of movement restrictions, the impasse in peace negotiations and the continued frustration of the Palestinians, limited the impact of the projects at a wider societal level. This limitation was of course beyond the control of the grantee.

Project: Media and art as catalysts for free speech and access to information in Jordan

Lesson Learned:

The project had no impact in terms of advocating for freedom of speech and press freedom because the focus of the project shifted to other areas of activity such as the observatory website. Further, the design of the project did not sufficiently take into account that the obstacles to free speech and freedom of expression are also systemic and intricately linked to reactions to the political and social challenges currently facing the country in particular the influx of refugees as a result of conflicts in the region.

Project: Judicial Reform: empowering magistrate-civil society collaboration for Guinea’s new democratic future

Lesson Learned:

The project team were able to adapt to unforeseeable events and to minimize their impact on the project activities. Throughout 2013 Guinea experienced political and social turbulence including mass protests against the elections and ethnic tensions. These events had an impact on the activities planned for the second year of the project with many events needing to be rescheduled. However, this did not impact the overall project efficiency.

Project: Judicial Reform: empowering magistrate-civil society collaboration for Guinea’s new democratic future

Lesson Learned:

The project facilitated dialogue between civil society, magistrates and auxiliaries of justice in Guinea as a way for civil society to participate in the process of reform of the judiciary as well as to help de-escalate social conflicts before their radicalisation. The idea to establish a joint civil society-judiciary platform as an instrument for this collaboration was ground-breaking and proved to be a very effective one.

Project: Enhancing the Capacity for Inclusive Local Governance through Synergies and Sustainable Linkages between Communities and Government in North Afghanistan

Lesson Learned:

What is required is a very long-term engagement to build the necessary capacities. For efforts to support democratic development and an active and dynamic civil society in Afghanistan, prospects of sustainability are yet more limited.

Lesson Learned:

The project took due account of the requirements for gender balance in terms of participation. However, the contents of the training sessions did not sufficiently emphasize the gender aspects of human rights and governance, which are particularly important in a conflict context such as Somalia’s.

Lesson Learned:

The implementation of the project sent an important positive signal of the international community’s support for freedom of expression and good governance in Somalia. Although sustainability is always a challenge in troubled contexts such as Somalia, the project has laid valuable groundwork for future action in support of media freedom.

Project: Empowering Local CSOs in Yemen through Participation in Local Governance

Lesson Learned:

The project document succinctly set out the key needs addressed by the project: to support the role of NGOs in post-2011 Yemen and to respond to the challenge of widespread poverty. However, the project document did not sufficiently analyze the challenges and opportunities related to local government structures in Yemen – in particular the difference in role between Local Councils (LCs) and Local Executive Offices (LEOs), which together form the Local Government Authorities (LGAs). LEOs are decision-making structures, which may access central government funds. By contrast LCs’ role is merely consultative.
