Lesson Learned:

Despite the existence of an integration plan, no official decision had been taken by the Vietnam Institute of Human rights and the Academy of Politics and Public administration about the launch of a human-rights based environmental protection course. Both the grantee and officials were unable to present evidence that the achievements made by the UNDEF project are politically supported, either by the Party’s Central Committee or the Board of Academy of Politics and Public Administration. This experience highlights that applying an all-inclusive partnership approach, to the extent possible, is vital for the achievement of democracy development project objectives.

Lesson Learned:

Grantees should assess financial risks to the project well in advance of implementation, especially the inflation rate. In financially volatile situations, be cautious about setting very ambitious targets and instead seek to deepen rather than broaden project engagements. This is especially important for activities that involve a high level of travel and administration at field level as these costs tend to inflate the budget, lending it inadequate for the entire funding period.

Lesson Learned:

Grantees must be transparent with donors and target audience, sharing important information that can affect the implementation of the project, clearly explaining to the participating organizations in which framework the activities are based and which objectives they have. This requires a strong executive capacity that can manage by results. It should also involve a larger number of staff / members in project evaluation processes; and share evaluation reports with all its members to promote collective learning. Actions should be properly planned and documented using electronic records (administration and programmatic content) of implemented projects.
