Lesson Learned: Monitoring Implementation of UN Treaty Bodies’ Recommendations in Morocco

Material outputs are most useful when they hold long-term temporal value and become staple references, such as handbooks and online repertories. Material outputs that require regular content update need to be clearly and productively linked to sustainability strategies. This applies to the project’s online resource the Rights Index Platform, because UN Treaty Bodies’ Recommendations available within the portal require regular updates corresponding with the publication schedules of human rights reports.

Project Description

The project’s objective is to support in an inclusive way the monitoring of governmental efforts to implement UN treaty body recommendations, by bringing together civil society organizations and parliamentary actors to develop a monitoring mechanism; conducting a capacity development programme on international human rights law, monitoring, and advocacy in four regions; and mobilizing legislators to effectively exercise their roles and responsibilities in holding the government accountable for its commitments to implement UN treaty body recommendations.

Lesson Learned: Monitoring Implementation of UN Treaty Bodies’ Recommendations in Morocco

Activities that are based on discussions around complex themes and issues, and are organized in remote or marginal areas, are most impactful when held in person, rather than virtually. In this project, moving to virtual spaces proved difficult, both substantially and technologically, as in these areas regular online attendance was difficult to organize remotely, and was further compounded by technological impediments, potentially weakening effectiveness.

Inclusive project designs that rely on human rights actors from diverse professions and backgrounds have a high potential for reaching project objectives and mitigation strategies. In this case, the inclusion of established and new generation human rights activists from different regions, research-based professions (such as academics and journalists), legislators and policy professionals assured project impact and smooth overcoming of delays due to contextual challenges.

Building on previous projects creates important synergies and benefits, such as working with previous beneficiaries, relying on alumni networks, and learning from past experiences. In this case, the Implementing Partner relied on its participant network from previous UNDEF-funded programs to ensure an elastic project design that helped effectively adjust activities during pandemic-related lockdowns while enlarging the number of beneficiaries.

Lesson Learned: Promoting Youth Participation through Development Policy in Burkina Faso

Post-project studies can constitute a key element in shedding light on the performance of any project. Quantitative and qualitative analysis of the progress of the project, even before the UNDEF evaluation, provided early visibility on the results obtained. The Post-Project Study carried out by the implementing agency after the closure of the project proved to be crucial for evaluating the achievements of the initiative.

This project aims to both increase citizen participation of young people in the electoral process and implement the formulation and monitoring of public policies in seven municipalities in Burkina Faso. Advocacy and a series of awareness-raising actions will allow the establishment of at least seven local networks dedicated to the promotion of citizen participation of youth at the level of decision-making bodies. These actions will also lead public authorities to take formal measures in response to the demands formulated by young people. Project activities integrate actions in response to the Covid-19 crisis and its various implications for youth.

Organizations with “niche” expertise in complex contexts and with a high capacity for access can prove decisive for project success: A convincing example is Balai Citoyen, whose ability to operate in difficult-to-access areas, its technical, administrative and financial expertise, as well as its vast institutional network have considerably expanded the scope of the project. This approach highlights the importance of choosing strategic partners who can provide significant added value in varied contexts.

The establishment of an institutional consultation strategy between the project and institutional, social and international stakeholders has emerged as a key element to optimize resources, avoid redundancies and strengthen coordination. This approach, which encourages collaboration and close communication with various stakeholders, should be actively promoted in all projects to maximize the impact and sustainability of interventions.

Lesson Learned: Strengthening Democracy Through LGBT Political Participation in South Africa

In-person training conducted through a series of shorter sessions over a period of several months, rather than one training condensed into a short period of time, can improve learning and support the building of connections and networks between participants, which is important to recognize and leverage.

Clarity around how, and who, to engage within political party structures is important for targeting interventions at those most likely to embed learning in the structure. But even when internal learning structures within political parties are engaged – like the ANCs OR Tambo School of Leadership, a lack of resources to cascade learning can limit the number of indirect beneficiaries.
