Lesson Learned: Enabling National Initiatives to Take Democracy Beyond Elections

Engaging with civil servants and elected government officials from the outset is a critical strategy that can ensure state-level buy-in for the Citizen Assembly approach which in turn can reduce the risk that it is seen as adversarial, but rather a mechanism that can capture and reflect citizens perspectives in ways that strengthens state credibility and even legitimacy. In this project, all local partners sought to engage state officials as partners in Citizen Assembly processes by providing opportunities for them to attend sessions and/or through regular progress updates.

Project Description

Making democracies more inclusive requires bold and innovative reforms to bring the young, the poor, and minorities into the political system. Some countries have piloted initiatives for assemblies on specific issues where members are not nominated by political parties but chosen at random for a limited term to represent all sectors of society, to prevent the formation of self-serving and self-perpetuating political classes disconnected from their electorates. The project aims to enable more countries to develop initiatives of this kind. It will develop and distribute a handbook on ‘Democracy Beyond Elections’ designed to show how nations at various levels of development can apply the principles of representation and deliberation in ways that are appropriate to their economic and educational circumstances. The project will fund three pilot projects to further the demonstration effect and produce a documentary based on one of these to demonstrate how deliberative democracy can work in practice. Among citizens, the project will work to build the sense that ordinary people are involved in making decisions that affect them, and thus to promote trust in Government. Among elected representatives, the project will work to stimulate a greater openness to complementary democratic models in which citizens explore and recommend policy solutions on key issues.

Lesson Learned: Strengthening Independent Media in the Arab Region

An alternative strategy to foster more impactful and sustainable practices among media and civic actors in multi-country projects is to focus on specific themes of common interest, such as climate justice and gender or minority rights (which figured prominently in this project) across countries. Not only would this allow for the design of catered trainings, skill-and-capacity-building activities that focus on specific human rights areas but would sustain the network of journalists and civic actors focused on common interests regionally and internationally. In this case, project participants from different countries have been able to share experience, lessons, barriers, and solutions resulting in productive media outputs.

The project aims to strengthen independent media in the Arab region so as to build greater accountability and better governance, by improving the working environment for journalists; advancing media freedom and accessible information and data; enhancing the capacity of freelance and full-time journalists to cover sensitive human rights stories; and improving journalists’ legal knowledge through strong working partnerships with civic actors. Project activities also incorporate responses to the Covid-19 crisis for journalists on the front line.

Lesson Learned: Raising the Social and Political Profile of Youth in Mozambique

Clear communication with project stakeholders is essential to foster effective collaboration and mitigate potential misunderstandings or disputes. This should include a clear description of their roles and responsibilities, benefits, and timelines. In this project, discrepancies in the beneficiary selection and external consultant management would have been improved if all the stakeholders had received and signed specific Terms of Reference (ToR) outlining their duties, responsibilities, compensation, expected deliverables, and timeline.

Project Description
The project supports young people's participation in local and national issues by developing youth councils and youth councilor training workshops. Young people will have their voices heard on key social and political platforms, and will be better represented at the center of local and national policies and decision-making, within and outside selected councils. Project activities incorporate actions in response to the Covid-19 crisis as it impacts youth.

Lesson Learned: Monitoring Implementation of UN Treaty Bodies’ Recommendations in Morocco

Inclusive project designs that rely on human rights actors from diverse professions and backgrounds have a high potential for reaching project objectives and mitigation strategies. In this case, the inclusion of established and new generation human rights activists from different regions, research-based professions (such as academics and journalists), legislators and policy professionals assured project impact and smooth overcoming of delays due to contextual challenges.

The project’s objective is to support in an inclusive way the monitoring of governmental efforts to implement UN treaty body recommendations, by bringing together civil society organizations and parliamentary actors to develop a monitoring mechanism; conducting a capacity development programme on international human rights law, monitoring, and advocacy in four regions; and mobilizing legislators to effectively exercise their roles and responsibilities in holding the government accountable for its commitments to implement UN treaty body recommendations.

Lesson Learned: Improving Maya Women's Access to Justice in Rural Guatemala

Survivors of gender-based violence need integrated support services throughout the process to seek justice. This often involves land titles, housing, childcare, income generation, and psychosocial support services. Established relationships with organizations that can offer these services will help women to access integrated support that they need.

Project Description
This project seeks to improve access to justice for some 2,900 indigenous women living in rural areas of Tecpan, Guatemala through free legal support, accompaniment of survivors, and strengthening local governance and municipal response to violence against women and girls. In addition, the project aims to increase the capacities of 175 key public actors including community leaders, service providers, and police at the local, municipal, and departmental level to provide quality services to indigenous survivors and promote human rights.

Lesson Learned: Fostering Ethical Democracy and Advancing Micro Justice in India


In all projects that involve challenging established power structures, staff members that are most visible in project implementation ('frontline staff') face a high risk of personal reprisals. It is essential for grantees to be aware of these risks and take the appropriate measures necessary to protect frontline staff, for example ensuring the backing of a larger organization or having senior management playing a frontline role in project implementation as well.

Project Description
This project aims to improve the provision of local democratic services to women, youth and students in disadvantaged communities in 5 regions. It will facilitate capacity development and create an enabling environment for Women Self Help Groups, youth associations and student groups to support their own "democracy action" initiatives. The project also seeks to initiate intensive campaigns on the Right to Information Act, in developing informed citizens. Additionally, the project will develop micro justice initiatives to address problems of infringement of rights; establishing para-legal clinics to facilitate the insurance of citizen rights and entitlements for development.

Lesson Learned: Advancing Pedestrian Rights in Georgia

Ensure that  projects explicitly consider and raise awareness regarding the differentiated needs of vulnerable groups and establish partnerships with women’s organizations and CSO’s representing other marginalized communities.

Project Description
 The project was generated by UNDEF itself, which approached the grantee and asked it to design the initiative as a response to the asymmetrical power balance between cars and humans in many post-Soviet cities. The project objective was “To create a systematic long-term approach and corresponding tools to effectively impact pedestrian strategy development and state accountability to pedestrian policy development and execution.” The project focus was timely and relevant. The project approach was innovative and agile in adapting to shifts in the context. The project achieved its objectives and was cost-efficient and well managed. Although it faces sustainability challenges, the project approach and grantee could potentially adapt and tailor their work to both international donors and other interested stakeholders. UNDEF’s flexible approach; initiative in generating project ideas; and willingness to generate a project in partnership with a small organization in response to a particular need are valuable assets in the context of this project.

Lesson Learned: Strengthening Democratic Participation and Inclusive Local Development in Indigenous and Peasant Communities in Bolivia

Sustainability is the Achilles’ heel of democracy projects. To ensure the continuation of services beyond the end of project funding, projects need to plan for sustainability from the start, as design and implementation will require: creative partnerships with civil society and State organizations; careful analysis of the level of demand and willingness to pay; the creation of a cadre of competent professionals able to provide continuous service; and empowerment of community members to provide orientation or counsel, as feasible.

Project Description
The project was implemented between 2014 and 2016 by the Fundación MicroJusticia Bolivia (MJB), a branch of Microjustice4All (MJ). The project objective was to legally and politically empower members and leaders of indigenous communities, women and men, in La Paz and Oruro to protect and exercise their civil and indigenous rights and participate in democratic decision-making processes. The project objectives included: an increase in the number of people holding basic legal documents; increased awareness in the target groups of the importance of having their basic legal documents (identity, legal, personality) in order; strengthened capacity of members, leaders and organizations of traditionally excluded indigenous communities to participate in democratic processes and to exercise their civil and indigenous rights; and improved access to basic legal documents through evidence-based inputs for institutional reforms through advocacy. The project was timely and relevant to participant needs and the political and cultural context in Bolivia. The potential impact could be extended beyond legal and political rights to also enhance socio-economic development once legalized communities are able to access government projects and resources. The project was cost-efficient and well managed. The project’s focus on community ownership contributed to sustainability of results, though Microjusticia’s own sustainability and ability to operate is dependent on additional external funding.

Lesson Learned: Strengthening Young Women’s Civic Participation and Leadership in Uganda

The international grantee involved implementing partners in Uganda - namely ten universities in three target areas - from the very beginning, in the design of the project objectives. This enabled good support during project implementation and a certain degree of ownership of the results among the universities. However, the project might have been more efficient at the implementation stage if a detailed memorandum of understanding among the partners had been formulated defining roles and responsibilities.

Project Description
The project’s objective was to strengthen the political leadership capacity of 1,500 young women from 10 public and private universities based in five districts of Uganda. The grantee aimed to increase awareness among the project’s target group and to provide them with access to information about women’s political life, as well as civic, voting, electoral and democratic processes. This was expected to enhance the leadership capacities of the young women to participate in the March 2016 general elections. Following these elections, an additional component was included in order to create a platform for leadership development of young women in Uganda. Although women’s political advancement at the time of project implementation was a national priority, the actual implementation of related international, regional and national legal and policy commitments remained an important challenge. This was due to persisting socio-cultural factors, such as the high illiteracy rate among youth and girls, lack of access to appropriate information related to political, human and civic rights, early marriage and sexual and gender based violence. While highly relevant in this respect, the project did not address the significant risk of SGBV that young women are exposed to because of their interest in political participation.

Lesson Learned: Strengthening Democratic Processes for Bangsamoro Government in Lanao Lake Watershed Reservation in the Philippines

The fact that the grantee and its implementing partner failed to devise a strategy to secure additional resources for the capacity building of those barangay officials not covered by the project, has left the Institute for Environmental Governance (IEG) without a clear work plan and direction. Mindanao State University has yet to fully integrate IEG in its strategic planning; and to raise IEG’s planning capacity to enable it to elaborate annual work plans, which are backed by a permanent donor screening activity that identifies potential sources of funding to support its training programme for those barangays not yet covered by the project. It is necessary to integrate previous and future trainees, to ensure the continued participatory development, implementation, and actual monitoring of the region’s local and area-wide environmental action plans.

Project Description
The goal of the project was the objective was to build a strong coalition to ensure the efficient management, conservation and protection of the Lake Lanao Watershed Reservation – through democratic processes involving community integration and the introduction of partnerships, pre-consultation, capacity building, the promotion of micro-projects, and monitoring of policy implementation. The design of the project’s training methodology was appropriate to introduce the basic concept of ecology, best management practices, and to raise awareness of applicable environmental laws, rules and regulations. The project contributed to the joint elaboration and adoption of environmental action plans, as well as supporting policies and ordinances on watershed, fisheries and solid waste management. Print and radio media outputs also facilitated the wider public’s key role in the protection of the environment and to empower individual citizens to participate in the enforcement of environmental laws. The grantee managed to work with the full range of different political, religious and social leaders in the Lanao Lake Watershed Reservation. This was reported by the beneficiaries as an unparalleled achievement.
