Lesson Learned:

According to the grantee, a three-pronged approach, or a “triangle-to-move-the-mountain approach” literally translated from Thai, is necessary to bring about an enabling environment and long-lasting change:
a. Strengthening of networks and partners through capacity building, collaborative works, knowledge sharing;
b. Improvement of data, academic works, and communications related to the critical issues at hand;
c. Long-term investment in policy advocacy at district, provincial and national levels.

Project: Mainstreaming the Sustainable Development Goals in the Arab Civil Society Agenda

Lesson Learned:

For effective implementation of regional-level projects, it is imperative that the appropriate local partners and coordinating mechanisms are used. Organizations should consider selecting more than one partner organization for a country as one national partner may be ideal for some project activities but less so for others.

Project: Empowering Civil Society Inclusion on Democratic Policy-Making in Kosovo

Lesson Learned:

The project led to successful collaborations between civil society organizations and the legal offices of the Office of the Prime Minister and Ministry of Local Government Administration. This improved the flow of information and quality of public consultations. There was an impressive range of participation from civil society and government, and they worked on a wide range of issues and regulations and legislation.

Project: Developing alternative models of natural resource governance based on indigenous community participation in Aceh

Lesson Learned:

The project could have capitalised on existing successful natural resource governance models and fostered exchanges of experiences among Mukim communities. The needs that should have been addressed by the project involved strengthening of Mukim capacity to rule and manage their natural resources with a good knowledge of local constraints and specificities. Therefore, sharing lessons learned from other Mukims or other indigenous communities’ experiences could have played a key role in disseminating methodologies and techniques about governing natural resources.

Lesson Learned:

As a result of the limited scope of initial stakeholder consultations, the experience of existing CSO networks in Papua, Indonesia, was not taken into account.

Project: Strengthening Somali Media Capacity for Democracy and Human Rights

Lesson Learned:

Additional guidance from a partner organization would probably have helped the grantee make better use of its members’ energy and commitment to engage in advocacy on matters of rights and policy. The project would have benefited from strategic advice. The grantee lacked project management capacity, time and inclination to consider “big picture” policy and strategic issues. The grantee to some extent anticipated its own weakness by suggesting in the project document that an Advisory Committee including UN representatives would be appointed to help it implement the project. Regrettably, the committee did not get established, partly because grantee did not follow up on the idea.

Project: Democratic Dialogue through Media in Sierra Leone

Lesson Learned:

The project design should have included a more explicit strategy to address editors and publishers, particularly those of media outlets to which trainers were assigned. The grantee sent trainers to selected media outlets, which had made a formal expression of interest and had received a briefing about the tasks to be carried out by the trainers and the support that the media outlets were expected to give. In addition, each media organisation was asked to sign a Memorandum of Understanding setting out each side’s key responsibilities. This MoU covered a range of practical issues, but did not require media outlets to commit themselves to enhance their coverage of human rights issues, or otherwise to facilitate the fulfilment of the project’s objective.

Project: Democratic Dialogue through Media in Sierra Leone

Lesson Learned:

The grantee attempted sustainability by setting up a structure named Human Rights Reporters Network. However this structure proved short-lived, mainly because its members did not have the capacity or will to maintain it. The current strategy, consisting in working with existing media-related association is more likely to be sustainable.

Project: Empowering Local CSOs in Yemen through Participation in Local Governance

Lesson Learned:

In spite of the difficult circumstances in Yemen, the project did have some impact: several local NGOs have acquired a better understanding of rules and regulations concerning NGOs and of the governance principles set out in the Code of Conduct disseminated by the project. At local level, there is evidence that local councils and NGOs have accepted the principle of working together and intend to do so beyond the project period.

Project: Youth Partnership for Improved Budgetary Governance in Lebanese Municipalities: Musharaka

Lesson Learned:

While many of the young participants have gone on to create their own organizations to implement local initiatives, this may not be sustainable. Given the challenges for grassroots organizations to survive and the lack of local backing, it may be more effective to channel the energy and investment of youth into collective alternatives working with existing structures that are more likely to survive and have a longer lasting impact.
