Lesson Learned:

The training materials and techniques were effective. The training was based on a standardised 57 page training manual covering everything from training techniques through to democracy and human rights issues, the international and local context and laws, human rights mechanisms, the security and responsibility of journalists, defamation, use of social media, and professional skills – preparing, authenticating, cross checking reports, handling sources etc. The training involved a combination of lectures, group work and field visits.

Lesson Learned:

The knowledge and skills gained by the staff during the implementation of the project are still in demand. Other CSOs and some international organizations are continuing to request training and presentations on election-related issues. Subsequent training was done using the same materials, for Mercy Corps, Open Society, Global International and others. The grantee also reported receiving additional requests for training from the police and others, such as candidates– one of which said they were willing to pay for this type of a professional training despite having access to party trainers.

Lesson Learned:

The training-of-trainers component of the project was well planned and implemented. It was delivered through a 3-day course given to ten CSO staff members, selected from those who participated in the initial advocacy training, and two others. On completion of the course, the grantee provided further guidance to the twelve trainees working in small teams of 2 or 3, to prepare and conduct their own training courses. Custom-designed training manuals were provided to assist them in their task.

Lesson Learned:

The monitoring training had some weaknesses. The training attempted to cover a great deal of detail, much of it technical, in two, short intensive workshops. More time should have been given to allow the trainees to fully absorb new knowledge. Another weakness was the decision to provide monitoring training to only one individual per partner organization. Such an approach limited the opportunity to build CSO institutional capacity, and is likely to limit the depth of commitment of the participating organizations to the monitoring process in Iraq.

Lesson Learned:

Key factors in project effectiveness included the soundness of project training and training-of-trainers methodology, as refined over the years since its launch in Norway, its adaptation in the Balkans and elsewhere, and by the grantee through 10 years of experience in working with it in Moldova. Closely related was the quality of the 26-member Training Team, the care taken in its selection and preparation, and the practical relevance and comprehensiveness of the Trainers’ Guide and Manual.

Lesson Learned:

The training in Ethiopia covered issues such as identification of human rights violations and of applicable legislation and international standards. The training sessions fully met participants’ expectations and requirements of the Ethiopian Human Rights Commission. Trainers took a very practical approach and followed up with a hands-on coaching session on the preparation of the first National Status Report on the implementation of international standards ratified by Ethiopia. The report drafting task was directly within the scope of work of training participants.

Lesson Learned:

Participating CSOs were given training and reference materials to enable them to engage in hands-on processes including monitoring of the proceedings of the municipal assemblies and the decision-making of the municipal executive. The training also enabled them to draft monitoring reports, facilitate community participation and assess priority issues in local communities as well as to develop policy analysis, prepare policy briefs and engage in advocacy. The training was highly effective in all three cases, and was followed up by continuing coaching and accompaniment at key points in the process by the grantee project team.

Lesson Learned:

The training educated beneficiaries about their rights, which helped strengthen youth leadership and led to the development of associative forums. The project’s training materials were outstanding, and they are being used in community replications of the training courses.
