Lesson Learned: Deliberative Democracy and Citizen Assemblies to Fight Inequality and Poverty in Brazil

There could have been more evaluator engagement with Citizen Assembly (CA) members (the same was said for the post project evaluation that looked at the UNDEF project UDF-17-739-GLO of 2018-2022). Agree in advance, who and how many participants would be acceptable, and factor in sufficient time and resources to make best use of tools such as Focus Groups. When drawing up inception reports/launch notes, include the OECD Evaluation Guidelines for Representative Deliberative Processes, especially the three-step evaluation cycle: (1) process design integrity; (2) deliberative experience; and (3) pathways to impact. Evaluating projects on participatory/deliberative democracy is a relatively new practice for Monitoring and Evaluation, and some lessons can be drawn from the experience of this project.

Project Description

Working in collaboration with municipal governments and civil society, the project seeks to establish Citizen Assemblies in three cities in Brazil to facilitate public participation in policymaking to address poverty and inequality. Building on experience from Brazil and elsewhere, the aim is to demonstrate to public managers, political leaders and citizens alike the feasibility and value of open, inclusive deliberation to build sustainable and widely supported policy responses to complex issues. Results and lessons from the project’s three pilot efforts will be shared at national level. Increased cooperation among policymakers and civil society will address declining public political participation even as it contributes to more equitable and sustainable urban development. The project includes activities relevant to the Covid-19 crisis as it impacts civil society and ensuring that responses uphold their rights and are inclusive of their needs.

Lesson Learned: Raising the Social and Political Profile of Youth in Mozambique

The project experience revealed that regular follow-up with project partners to monitor key activities, such as beneficiary selection, ensures accountability and maintains alignment with project goals and objectives. In this case, the project focal points across the provinces undertook the task of beneficiary selection without the consistent guidance and follow-up from the grantee. This led to the adoption of diverse selection criteria, some of which inadvertently contributed to higher participant turnover rates.

Lesson Learned: Safeguarding the Rights of Transgender & Intersex Communities in Pakistan

Effective institutionalization of a technology driven initiative in government departments requires an assessment of their capacity and readiness. Technical and capacity support may be provided to ensure smooth transfer and successful adoption of technology. In the present project, an App developed to report human rights incidents and violations was handed off without prior assessment to a public office unprepared for ensuring its maintenance and use.

In order to be effective, public awareness raising campaigns need to be more targeted and focused. The content should be developed in local language, keeping in view the general literacy level. It should also be evaluated to assess efficacy and impact. In this case the grantee developed them in English and published them without translation which limited their efficacy and outreach.

In-person training conducted through a series of shorter sessions over a period of several months, rather than one training condensed into a short period of time, can improve learning and support the building of connections and networks between participants, which is important to recognize and leverage.

Access to online training and engagement activities are limited by financial and logistical obstacles, a challenge sharply accentuated for marginalized groups in rural communities. Such activities should remain in-person where possible, and in scenarios where this is not an option, resources should be set aside to encourage grassroots participation.

Lesson Learned: Strengthening Grassroots Women’s Groups to Promote and Protect Civic Space in Uganda

For training to resonate and be most impactful, they need to be delivered in a setting and format that appeals to participants. Ensuring that they are conducted in the language participants are most familiar with and in an interactive and engaging format can aid with comprehension and ultimately impact.

The project goal is to empower 6,000 women by raising awareness of their gender specific rights, promoting women’s political participation, and addressing all forms of injustices that affect women’s wellbeing; strengthen the capacity of 100 unregistered women’s groups to become registered under the NGOs Act 2016; and support 100 registered women’s groups in advocating, promoting and protecting civic space in Uganda. Project activities will incorporate actions in response to the Covid-19 crisis, as it impacts women, including gender-based violence as well as social and economic pressures.
